85 internal procedures are resolved on the new system from today
From January 1, 2026, 85 internal procedures will be received and resolved centrally on the Administrative Procedures Information System of the Ministry of Home Affairs.
The Ministry of Home Affairs has just issued an official dispatch to the People's Committees of provinces and centrally run cities on the official implementation of the Administrative Procedures Information System (API) for state management areas of the Ministry of Home Affairs from today, January 1, 2026.
Accordingly, 85 administrative procedures will be received and resolved according to the centralized model on the new system in the first phase.
The Ministry of Home Affairs said that the deployment of the system is to implement the Government's policies and requirements on promoting administrative procedure reform, digital transformation and providing online public services.
Based on the results of the past trial operation, the Ministry decided to put the system into official operation, and at the same time determined the implementation roadmap for each stage to ensure stability and smoothness.
Phase 1, starting from January 1, applies to 85 administrative procedures under the state management of the Ministry of Home Affairs, implemented at the provincial and commune levels. The list of these procedures has been forwarded to the system according to the instructions of the Government Office and announced by the Ministry of Home Affairs with the document.
Phase 2, expected to be implemented until March 2026, the system will continue to be expanded to implement for the remaining administrative procedures under the management of the Ministry.
During the transition period, TTHCs that have not been routed to the new system will still be received and resolved at the local TTHC settlement information system, and tested according to the instructions of the Ministry of Home Affairs until 100% of the procedures are completed.
According to the instructions, organizations and individuals who implement the above-mentioned TTHCs will submit their applications online through the National Public Service Portal at https://dichvucong.gov.vn. The reception and processing of documents are carried out according to electronic procedures, ensuring consistency, publicity and transparency.
For cadres and civil servants participating in receiving and handling administrative procedures at the local level (Department of Home Affairs, People's Committees at the commune level and related units), the processing of documents is carried out on the Information System for handling administrative procedures of the Ministry of Home Affairs at https://motcua.moha.gov.vn. Officials log in to the system using their VNeID electronic identification account to perform professional operations according to the authorization.
The Ministry of Home Affairs said that the system's instructions have been provided with a QR code, to support local staff to quickly get acquainted and use it proficiently during the implementation process.
The Ministry of Home Affairs requests the People's Committees of provinces and cities to direct relevant agencies and units to widely disseminate to people and businesses about the implementation of the system and methods of implementing administrative procedures under the new method.
At the same time, localities need to arrange staff to directly receive and process documents on the system, ensuring that there is no interruption in handling administrative procedures during the transition period.
