Ho Chi Minh City supervises 5 large enterprises owing social insurance

The Ho Chi Minh City Labor Federation has just issued a plan to organize supervision of the management, collection - expenditure and handling of social insurance (BHXH), health insurance (BHYT), and unemployment insurance (BHTN) debts in the city in 2026. The specific list of enterprises is decided by the Standing Committee of the Ho Chi Minh City Labor Federation based on information provided by the social insurance agency and the actual situation at the time of supervision organization.

For 5 large enterprises owing social insurance, the delegation will consider the situation of labor use, the number of employees subject to compulsory social insurance, health insurance, and unemployment insurance; the registration, contribution and performance of enterprise obligations.

Other contents include the amount of late payment and debt; the number of months of late payment; the number of employees affected; the causes of arising and prolonging debt. The supervisory delegation also clarified the settlement of insurance benefits for employees during the time the enterprise is late in paying and owing, and the implementation of conclusions, decisions, recommendations, and requests of the social insurance agency and competent authorities.

The coordinating role of grassroots trade unions in grasping the situation, propaganda, dialogue, recommendations and protecting the legitimate rights and interests of union members and workers is also considered.

In addition to the above 5 enterprises, the subjects of supervision this time are also Ho Chi Minh City Social Insurance. The content of supervision for this agency focuses on the management of participants; the situation of social insurance, health insurance, and unemployment insurance collection; the management and monitoring of receivables, collected amounts, late payment amounts and debts of employers.

The supervisory delegation also considered the situation of payment and settlement of social insurance and health insurance regimes related to employees; cases where rights are affected by late payment and insurance debt by businesses. Measures to urge, recover debts, inspect, examine, handle or propose handling violations are also within the scope of supervision.

This supervision activity is carried out according to the Plan of the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City on supervision and social criticism of the Vietnam Fatherland Front Committee and socio-political organizations in 2026, in which the Ho Chi Minh City Labor Federation is assigned to supervise the management, collection - spending and handling of insurance debts for Ho Chi Minh City Social Insurance and 5 large social insurance debtor enterprises.
