Dak Lak Labor Culture House seeks ways to balance revenue and expenditure
Dak Lak - Although the facilities are large-scale, the Provincial Labor Culture House still faces difficulties in exploitation, increasing revenue and balancing operating costs.
Large facilities
Dak Lak Labor Culture House (abbreviated as Cultural House) consists of 2 facilities, currently temporarily assigned to the Provincial Labor Federation for management, exploitation and operation according to the model of a directly affiliated public service unit.
Both facilities are large-scale, located in convenient locations. In which, facility 1 in Tan An ward has an area of about 17,000m2; facility 2 in Tuy Hoa ward is about 11,000m2.
With a relatively large land fund and facilities, the Cultural House is expected to become a venue for organizing cultural, sports, meetings, and exchanges for union members, workers, and agencies and units in the province.

Currently, the unit has 8 personnel, including leaders, accountants, security guards, cleaning staff and service staff. Base 1 has just completed a renovation and upgrade project with a total investment of more than 24 billion VND, expected to be handed over in 2026.
Investment and upgrading of facilities are expected to help the Cultural House improve operational efficiency, increase revenue, and gradually increase financial autonomy from group 3 to group 2.
Records at facility 1 show that the construction items and the yard area serving sports activities are arranged relatively methodically and cleanly.
With a large area, the facility has the ability to organize large-scale sports festivals and collective activities for union members, workers and agencies and units.
In the first 9 months of 2026, Facility 1 organized 12 sports festivals for union members, workers and agencies, departments, and branches in the area.
The activities contribute to creating a healthy playground, meeting the needs of sports training and socializing of workers.

Modest revenue
Although the scale of facilities is large, the revenue of the Cultural House is still modest. In the first 9 months of 2026, the average revenue of both facilities only reached about 60-70 million VND/month, basically enough to pay salaries and regular operating expenses, lacking funds for investment and synchronous facilities repair.

Professional personnel are still thin with 8 people working at both facilities, mainly unskilled workers and service staff, management, exploitation and operation organization still face many limitations.
In addition, the Cultural House must compete with sports, conference and event service businesses. These units have advantages in human resources, services and the ability to invest in facilities, creating significant pressure in attracting customers.
Leaders of the Cultural House said that one of the reasons why revenue is not high is that service prices are built in the direction of prioritizing serving union members and workers. On average, each sports festival held at the facility only collects about 5-6 million VND/day from stadium fees.
The estimate for 2027, the unit's salary fund fluctuates around 700-800 million VND. With the current revenue level, the funding is only enough to pay salaries and necessary expenses to maintain operations," the leader of the Cultural House informed.
Faced with the above situation, leaders of the Dak Lak Provincial Labor Federation said that in the near future, the unit will have a direction to consolidate personnel and operations of the Provincial Labor Culture House.
In which, the orientation of the Labor Culture House will be financially autonomous to meet the requirements of tasks in the new situation.
