Rate of consideration for awarding the title of Grassroots Emulation Soldier applied from October 1, 2026

The Government has just issued Decree No. 368/2026/ND-CP detailing a number of articles and measures to organize and guide the implementation of the Law on Emulation and Commendation.

Decree 368/2026/ND-CP takes effect from October 1, 2026, specifying the principles for considering emulation titles; forms of commendation; commendation standards; authority, dossiers, commendation procedures; emulation and commendation funds and bonus amounts.

One of the notable contents is the principle of considering emulation titles and forms of commendation. According to Article 4 of Decree 368/2026/ND-CP, commendation must be based on conditions, standards and achievements, and it is not necessary to have a low-level commendation form to be commended at a higher level.

The competent authority shall commend or propose to the superiors to commend emulation titles and forms of commendation for cases that meet the conditions, standards, procedures, and dossiers according to regulations.

Only use merit reward results as a basis for considering merit reward achievements for the next time.

Have not rewarded or proposed to higher authorities to reward individuals or collectives during the time when competent authorities are considering disciplinary action or investigation, inspection, or examination when there are signs of violations or complaints, denunciations, or issues of corruption and negativity mentioned by the press that are being verified and clarified.

Maternity leave for individuals according to the provisions of law is counted as working time for consideration for awarding emulation titles and forms of commendation.

When there are many individuals and collectives that meet the conditions and standards, choose female individuals or collectives with a female ratio of 70% or more to be considered for commendation.

The time to hold a position for consideration of commendation for the process of dedication for female leaders and managers is reduced by 1/3 compared to the general regulations. In case female leaders and managers are subject to the regulated retirement age higher according to the provisions of law, the time for consideration of commendation for the process of dedication is implemented according to general regulations.

According to Article 5 of Decree 368/2026/ND-CP, the percentage of considering awarding the title "Grassroots Emulation Soldier" as prescribed in points b, c and d, clause 1, Article 23 of the Law on Emulation and Commendation, does not exceed 10% of the total number of individuals meeting the standards for the title "Advanced Laborer" or the title "Advanced Soldier" (excluding individuals considered for the title "Grassroots Emulation Soldier" as prescribed in point a, clause 1, Article 23 of the Law on Emulation and Commendation).
