Considering the Ministry's certificate of merit, the province may only need 2 times of Emulation Fighter at the grassroots level
The Ministry of Home Affairs proposes that individuals have achieved the title of "Emulation Fighter at the grassroots level" twice and meet the standards to receive certificates of merit from ministries, departments, branches and provinces.
The Ministry of Justice is reviewing the draft Law amending and supplementing a number of articles of the Law on Emulation and Commendation. The Ministry of Home Affairs drafted the law.
The draft law is expected to amend and supplement 47 articles of the Law on Emulation and Commendation No. 06/2022/QH15.
The content focuses on amending and supplementing regulations related to emulation organization, emulation titles and emulation title standards; regulations on reward form standards; regulations on reward authority; responsibilities and authority to propose rewards; decentralization, delegation of authority, reform of administrative procedures in emulation, reward, emulation and reward funds.
Regarding the content of amendments and supplements on commendation, the draft law proposes to adjust the standard for accumulating meritorious services.
For individuals receiving certificates of merit from ministries and provinces, the draft law amending Point d, Clause 1, Article 74 of the certificate of merit standards of ministries, departments, branches and provinces for individuals only requires them to achieve the title of "Emulation Fighter at the grassroots level" twice.
According to the Ministry of Home Affairs, this is to balance reward achievements, eliminate the requirement for repeat initiatives, specifically 4 initiatives in 2 years. This is considered too difficult to achieve in practice.
In addition, the draft also amends the criteria for rewarding collectives according to merits in the form of Labor Medals and certificates of merit from the Prime Minister.
This adjustment aims to reduce the constraint on the criterion of " being recognized as having completed tasks excellently for 5 consecutive years/10 years or more" to better suit the practice of assessment and classification.
This content also promptly motivates and encourages collectives to successfully complete assigned tasks in the context of restructuring the apparatus and operation of the new government model in the political system.
The draft law also adds the content of achievements in "national defense, security, foreign affairs, application of science and technology, innovation, digital transformation" to the criteria for the First, Second, Third Class Labor Medal and Certificate of Merit of the Prime Minister.
The Ministry of Home Affairs said that Point d, Clause 1, Article 74 of the Law on Emulation and Commendation stipulates one of the criteria for awarding or posthumously awarding Certificates of Merit from the Ministry, Department, Branch, and Province as follows: " Having been awarded the title of "Emulation Fighter at the grassroots level" twice in a row or having been recognized for 2 consecutive years or more for excellent completion of tasks, during that time, at least 2 initiatives have been recognized and effectively applied within the grassroots level or have at least 2 scientific topics, scientific projects, scientific and technological works that have been accepted and effectively applied within the grassroots level".
According to the above regulations, in case the title of "Emulation Fighter at the grassroots level" is considered according to the standards of "Advanced Worker", "Advanced Fighter" and has an initiative or scientific topic... to continue to propose to award a certificate of merit from the Ministry, department, branch, province, there must be 2 initiatives or 2 scientific topics. Thus, in 2 years, there must be 4 initiatives that are very difficult to achieve.
