Summoning the First Extraordinary Session, 16th National Assembly
The first extraordinary session of the 16th National Assembly is expected to consider and pass 19 laws, legal normative resolutions and many other important contents.
The National Assembly Standing Committee has just issued a document convening the First Extraordinary Session of the 16th National Assembly. The National Assembly meets centrally at the National Assembly House, opening on August 3rd and is expected to close on August 24th.
The meeting will be held in two phases. Phase 1 from August 3 - 13, phase 2 from August 19 - 24.
This session is expected to submit to the National Assembly for consideration and approval 19 laws and legal normative resolutions; consider and give initial opinions on 7 draft laws, decide on 5 important contents under its authority and other contents (if any).
This week, some contents to be submitted to the National Assembly at the Extraordinary Session have been, are and will be given opinions by the National Assembly Standing Committee.
Typically, the National Assembly's Resolution project replacing Resolution No. 96/2019/QH14 on crime prevention and combat and law violations, the work of the People's Procuracy, the People's Court and judgment enforcement; some contents related to the Ninh Thuan Nuclear Power Plant project; Urban Development Law; Law amending and supplementing a number of articles of 9 laws on military and national defense; Project to establish Quang Ninh city directly under the central government.
Some draft laws submitted to the National Assembly for initial comments were also given opinions by the National Assembly Standing Committee this week, including the Land Law (amended); the Real Estate Business Law (amended); the Housing Law (amended); and the draft revised Penal Code.
Previously, the National Assembly Standing Committee gave opinions and agreed to submit to the National Assembly at this session many draft laws: Law on Oil and Gas (amended); Law on Grassroots Reconciliation (amended); Law on Dissemination and Legal Education (amended); Law on Prevention and Combat of Mass Destructive Weapons; Law amending and supplementing a number of articles of 10 laws related to administrative procedures and business conditions in the fields of agriculture and environment.
Along with that are the Law amending and supplementing a number of articles of the Law on the State Bank of Vietnam; the Law on Anti-Money Laundering and the Law on Credit Institutions; the Law amending and supplementing a number of articles of the Law on Radio Frequencies, the Law on Telecommunications, the Law on Electronic Transactions and the Law on Technology Transfer.
Presented to the National Assembly at the Extraordinary Session are also Laws amending and supplementing Article 6 and Appendix IV on the list of conditional business lines of the Investment Law; Law amending and supplementing a number of articles of the Customs Law.
Law amending and supplementing a number of articles of the Architecture Law; Law amending and supplementing a number of articles of the Law on Vietnamese workers going to work abroad under contract; Law amending and supplementing a number of articles of the Law on State Compensation Liability; Law amending and supplementing a number of articles of the Publishing Law.
The National Assembly Standing Committee also gave opinions and unanimously submitted to the National Assembly the National Assembly's Resolution on specific mechanisms and policies to handle violations of laws related to the state economy, private economy and the application of science, technology, innovation, and digital transformation.
Giving opinions on the National Assembly's Resolution on special mechanisms to handle some difficulties and obstacles for wind power and solar power projects; investment policy for the Ring Road 5 - Hanoi Capital Region investment project; adjusting the investment policy for the Lao Cai - Hanoi - Hai Phong railway line investment project.
