The Ministry of Home Affairs proposes to add a number of groups to be issued health insurance cards, in order to ensure the unified implementation of policies for people with meritorious services and their families.

The Ministry of Home Affairs is seeking opinions on the Draft Circular guiding the identification and listing of health insurance participants under the state management scope of the Ministry of Home Affairs.

According to the draft circular, the promulgation of the Circular will ensure synchronicity, unity, and transparency in the implementation of health insurance policies for groups of subjects managed by the Ministry of Home Affairs, especially people with meritorious services, relatives of people with meritorious services, veterans, and people living in special zones.

Currently, the coordination and listing of health insurance cards for these subjects are still operating according to Circular No. 30/2019/TT-BLĐTBXH.

Because the old legal basis has expired and the issuing agency no longer has direct management authority, the Ministry of Home Affairs' urgent issuance of a Circular replacing Circular No. 30/2019/TT-BLĐTBXH is extremely urgent and mandatory. This is to affirm legal authority, avoid management gaps and ensure continuous medical examination and treatment rights for people.

One of the notable contents proposed by the Ministry in the draft Circular is to accurately update the subjects.

In Article 2, the draft Circular has standardized in detail the subjects participating in health insurance of relatives of people with meritorious services in terms of age, conditions for continuing to study and severe disability in accordance with the spirit of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution.

At the same time, adding the group of subjects who are wives or husbands of martyrs marrying other husbands or wives who are currently receiving monthly allowances to ensure comprehensive social security coverage.

The Ministry of Home Affairs explains that Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution No. 02/2020/UBTVQH 14 dated December 9, 2020, effective from July 1, 2021, stipulates "married martyrs marrying another husband or wife who raise martyrs' children to adulthood or take care of martyrs' biological fathers and mothers while they are alive or because of revolutionary activities but do not have the conditions to take care of martyrs' biological fathers and mothers while they are alive, they are entitled to health insurance benefits".
