Bac Ninh stipulates the budget expenditure level for international agreement work

Chairman of Bac Ninh Provincial People's Council Nguyen Viet Oanh has just signed and issued Resolution No. 14/2026/NQ-HDND stipulating the content and level of expenditure from the state budget to ensure international agreements in Bac Ninh province.

Accordingly, the Resolution applies to agencies, organizations, and individuals participating in the process of signing and implementing international agreements and managing and using funds to serve international agreement work in Bac Ninh province.

Implementation costs are guaranteed from the state budget according to the current budget decentralization.

For contents that already have regulations on spending regimes and norms such as organizing meetings, conferences, domestic and foreign business expenses, translation, welcoming foreign delegations, disseminating international agreements or reviewing related documents... spending levels are implemented according to Resolutions of the Bac Ninh Provincial People's Council and Circulars of the Ministry of Finance currently in effect.

Financial contributions according to international agreements shall be implemented according to the agreement approved by a competent authority. Costs for copying, printing, purchasing documents and stationery directly for drafting shall be paid based on actual incurred costs based on legal invoices and documents within the assigned estimate.

Notably, the Resolution specifically stipulates a number of specific spending levels to serve international agreement work.

The level of expenditure for building types of dossiers (including dossiers submitted for proposals to sign, amend, supplement, extend, terminate, withdraw from or temporarily suspend the implementation of international agreements) is 10 million VND/set of dossiers, calculated for the final product approved by competent authorities.

The expenditure level for drafting the new draft international agreement is 5 million VND/document, calculated for the final product signed.

The level of expenditure for preparing reports on the situation of signing and implementing international agreements according to topics or unexpectedly at the request of competent authorities is 3 million VND/report.

Bac Ninh Provincial People's Council assigned the Provincial People's Committee to organize the implementation of the Resolution to ensure compliance with the provisions of law. This Resolution takes effect from August 1, 2026.
