Proposing unified management of staff and finance for associations after merger

Vinh Long province proposed that the Ministry of Home Affairs soon unify guidance on managing staff, finance and personnel work for associations after merger.

Sending recommendations to the Ministry of Home Affairs, many localities including Vinh Long province proposed unified guidance on managing staff, finance and personnel work for mass organizations at the provincial and commune levels.

The locality also proposed to amend and supplement Decree No. 126/2024/ND-CP dated October 8, 2024 of the Government regulating the organization, operation, and management of Associations to be consistent with the 2-level local government model and organize Associations after mergers and acquisitions, as a basis for localities, especially communes, to complete the establishment of Association organizations.

Responding to the above proposal, on staff management: The Ministry of Home Affairs proposes to implement Regulation No. 183-QD/TW dated June 2, 2026 of the Politburo on staff management of the political system "The Standing Committees of provincial and city Party committees are responsible for leading, directing, and organizing the implementation of the Party's guidelines and regulations, and the State's laws on managing and using staff, the number of people working and receiving salaries from career revenue; leading, directing, and implementing the assignment of staff, the number of people working and receiving salaries from career revenue in partially autonomous public non-business units; transferring staff between the government bloc and the Party and mass organization bloc in localities to ensure that it does not increase the total staff assigned by competent agencies; managing the number of people working in mass organizations assigned tasks by the Party and State in localities to ensure strictness, efficiency, and compliance with regulations" and Decision No. 185-QD/TW dated June 2, 2026 of the Politburo assigning local block staff in 2026 in Appendi

Regarding the association's finances: The Ministry of Home Affairs proposes to implement Article 26 of Decree No. 126/2024/ND-CP dated October 8, 2024 of the Government stipulating the organization, operation and management of the association. For the association's finances from the state budget, it shall be implemented according to the law on the state budget and relevant laws.

Regarding personnel work for associations assigned tasks by the Party and State: The Ministry proposes to implement according to Decision No. 118-QD/TW dated August 22, 2023 of the Secretariat promulgating the Regulations on organization and operation of associations assigned tasks by the Party and State at the Central level; Decree No. 126/2024/ND-CP; relevant legal regulations and Guidance of the Vietnam Fatherland Front. For other mass associations, implement according to Decree No. 126/2024/ND-CP; Association Charter and regulations of the association.

Regarding the amendment and supplementation of Decree No. 126/2024/ND-CP of the Government: The Ministry of Home Affairs has chaired and coordinated with relevant agencies to develop a draft Decree amending and supplementing a number of articles of Decree No. 126/2024/ND-CP dated October 8, 2024 of the Government stipulating the organization, operation and management of associations according to simplified procedures to ensure compliance with the Party's guidelines and policies, and legal regulations in the new situation.

However, to date, the Politburo and the Secretariat have not approved the draft Directive replacing Directive No. 17-CT/TW and the draft Decision amending Decision No. 118-QD/TW, which was chaired and developed by the Party Committee of the Fatherland Front and central mass organizations.

Accordingly, after the Politburo and the Secretariat approve the above drafts, the Ministry of Home Affairs will study, absorb, explain and complete the dossier for drafting a Decree to submit to the Prime Minister and the Government for consideration and promulgation to ensure consistency with the Party's policy on associations in the new situation and in accordance with the current local government apparatus organization.
