Major General To Anh Dung elected to hold the position of Chairman of Thanh Hoa Provincial People's Committee
Thanh Hoa - Major General To Anh Dung - Director of the Provincial Police, was elected by the Provincial People's Council to hold the position of Chairman of the Provincial People's Committee.
On the morning of July 27, the Central Organization Committee coordinated with the Standing Committee of Thanh Hoa Provincial Party Committee to organize a conference to announce the Secretariat's decision on personnel work.
Attending the conference were Mr. Nguyen Duy Ngoc - Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Organization Committee, representatives of leaders of central and provincial departments and agencies, Thanh Hoa province, and provincial departments and agencies.
At the conference, Standing Deputy Head of the Central Organization Committee Hoang Trung Dung announced the Secretariat's decisions on approving Major General To Anh Dung - Member of the Standing Committee of the Provincial Party Committee, Director of Thanh Hoa Provincial Police, to hold the position of Deputy Secretary of Thanh Hoa Provincial Party Committee for the term 2025-2030; and at the same time introduced to Thanh Hoa Provincial People's Council to elect him to hold the position of Chairman of Thanh Hoa Provincial People's Committee for the term 2026-2031.
Speaking at the conference, Mr. Nguyen Duy Ngoc acknowledged and highly appreciated the outstanding results that the Party Committee, government and people of Thanh Hoa province have achieved in the past time.
The Head of the Central Organization Committee emphasized that the Secretariat's decision to approve Major General To Anh Dung to hold the position of Deputy Secretary of Thanh Hoa Provincial Party Committee and introduce him to the Provincial People's Council to elect him to hold the position of Chairman of the Provincial People's Committee is the result of a comprehensive review and evaluation of political qualities, capacity, qualifications, practical experience and prestige of cadres.
Major General To Anh Dung is a well-trained cadre, with many years of work in the People's Police force, has held many important positions, has firm political bravery, scientific and drastic working methods, is deeply involved in the grassroots and always completes assigned tasks well.
Head of the Central Organization Committee Nguyen Duy Ngoc requested the Standing Committee of the Provincial Party Committee, the Provincial Party Committee Executive Committee, Party committees at all levels, authorities, Fatherland Front, socio-political organizations and cadres throughout the province to continue to promote the tradition of solidarity and unity, creating conditions for Comrade To Anh Dung and the provincial leadership collective to successfully complete the assigned tasks.
On the same morning, Thanh Hoa Provincial People's Council held a meeting to consider personnel work under its authority. At the meeting, delegates of the Provincial People's Council elected Mr. To Anh Dung - Deputy Secretary of Thanh Hoa Provincial Party Committee - to hold the position of Chairman of the Provincial People's Committee.
Major General To Anh Dung (born 1978), Kinh ethnicity, hometown of Nghia Tru commune, Hung Yen province.
He holds a master's degree in law, a bachelor's degree in political science; advanced level of political theory.
From October 1997 to December 2004, he was an officer of Gia Lam District Police and Long Bien District Police (Hanoi City).
From December 2004 to June 2016, he held positions such as: Deputy Head of Ward Police; Deputy Head of the Criminal Police Team for Social Order; Head of Ward Police; Head of the Criminal Police Team for Economic Order and Position, Long Bien District Police (Hanoi City).
From June 2016 to March 2020, he held positions including: Deputy Head of District Police, Deputy Head of the Investigation Police Agency of Long Bien District Police; Head of Police, Head of the Investigation Police Agency of Long Bien District Police (Hanoi City).
From March 2020 to August 2022, he was Deputy Director of the Department of Administrative Management of Social Order Police; Director of the National Population Data Center, Department of Administrative Management of Social Order Police (Ministry of Public Security).
From August 2022 to June 2025, he was a member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, Director of Ha Nam Provincial Police (now Ninh Binh province).
From June 2025 to now, he is a member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, Director of Thanh Hoa Provincial Police.
