Hai Phong convenes the XVII City People's Council meeting to consider supporting the relocation of old apartment buildings

Accordingly, the Standing Committee of the City People's Council decided to convene delegates of the City People's Council to attend the 3rd Session (regular session in mid-2026) of the 17th City People's Council, term 2026 - 2031. The meeting time is 2 days, opening at 8 am on July 27 at the City Conference - Performance Center.

At this session, on July 27, the City People's Council will consider the submission of the Hai Phong City People's Committee on the results of the socio-economic development plan for the first 6 months of 2026; key tasks and solutions for the last 6 months of 2026; regulations on business registration fees in Hai Phong city; exemption and reduction of land rent for socialization facilities and non-profit projects in Hai Phong city; regulations on criteria for foreigners who are experts, scientists, talented people, managers, and highly qualified workers working at enterprises headquartered in the Free Trade Zone of Hai Phong city.

The session will also consider and give opinions on regulations on policies to support vocational training in Hai Phong city in the period 2026-2030; regulations on the content and level of expenditure for implementing the Project on Building a Learning Society in the period 2021-2030 in the city in the period 2026-2030; naming streets and public works in the city; list of projects and works to be recovered in the city.

Notably, the City People's Council considers supporting emergency relocation for households and individuals using houses in dangerous old apartment buildings and supporting house rent in apartment buildings belonging to public assets in Hai Phong city (replacing Resolution No. 25/2024/NQ-HDND); approving the project to relocate residents in combination with urban embellishment and renovation and reconstruction of old, degraded apartment buildings in Hai Phong city and policies to support non-specialized workers in villages and residential groups who retire immediately from the time of consolidation and restructuring to improve the quality of staff in villages and residential groups in Hai Phong city...

On July 28, the City People's Council will conduct discussion sessions, question-and-answer sessions, answer questions; report explanations on issues that voters have many opinions on. At the same time, approve resolutions submitted to the session before closing.
