Subjects exempted from foreign language exams in civil servant promotion exams

Hanoi City People's Committee has just reported on the results of resolving and responding to voters' recommendations before the 28th session of the City People's Council, 16th term, 2021-2026.

Voters of Delegation No. 13 proposed that the City People's Committee issue policies to support ethnic minority officials and officials working in ethnic minority areas far from the commune center.

Answering voters' petitions, the Hanoi People's Committee said that currently, there are 2,507 cadres, civil servants, and public employees who are ethnic minorities in the city out of a total of 139,208 cadres, civil servants, and public employees, accounting for 1.8%.

Of which, 1,284 people belong to departments, boards, branches and equivalents; 1,223 people are commune-level cadres and civil servants.

The city has implemented preferential regimes and policies for cadres, civil servants, and public employees who are ethnic minorities according to the provisions of law.

Specifically, implementing priority policies in the recruitment of civil servants and public employees, candidates who are ethnic minorities are given priority points according to regulations.

Implement priorities in civil servant promotion exams, considering promotion to professional titles of civil servants; in cases where candidates have equal results, civil servants and public employees who are ethnic minorities are considered for priority.

Ethnic minorities or people with ethnic minority language certificates when working in ethnic minority areas are exempt from foreign language exams in the civil servant promotion exam or civil servant recruitment according to regulations.

In addition, the Department of Home Affairs advises the City People's Committee to implement planning, training, fostering and reasonable arrangement and use of cadres, civil servants, and public employees who are ethnic minorities, ensuring compliance with the practical conditions of each locality, contributing to improving the operational efficiency of the grassroots political system.

Officials in general and officials working in ethnic minority and mountainous areas in particular are supported under the Capital Law.

In the coming time, the city will continue to pay attention to and research to supplement policies to support officials in general and ethnic minority officials and officials working in ethnic minority areas in particular.
