Ministry of Home Affairs responds to the proposal of commune-level civil servants receiving a salary of 9.3 million VND/month

Ms. Nguyen Thi Chi (name of the character changed) said that she has worked for 9 years with the title of commune-level civil servant, currently enjoying a salary coefficient of 3.0.

According to Ms. Chi, before July 1, 2026, the monthly salary was about 8.5 million VND; after adjusting the base salary from July 1, 2026, the salary increased to about 9.3 million VND.

However, Ms. Chi believes that after implementing the 2-level local government model, commune-level civil servants must take on more tasks transferred from departments and branches.

Therefore, she proposed that competent authorities consider having a more appropriate salary policy so that commune-level cadres and civil servants can ensure their lives and feel secure in their work. At the same time, she hopes that higher-level agencies will pay more attention to regimes and policies for commune-level cadres and civil servants.

Based on the consumer price index, economic growth rate and the capacity of the state budget, the Ministry of Home Affairs coordinates with the Ministry of Finance and relevant ministries and agencies to submit to the Government for promulgation Decree No. 161/2026/ND-CP dated May 15, 2026 stipulating the base salary and bonus regime for cadres, civil servants, public employees and armed forces adjusting to increase the base salary from 2.34 million VND to 2.53 million VND/month from July 1, 2026, thereby partly improving the lives of cadres, civil servants, public employees, armed forces and workers (including commune-level cadres, civil servants, public employees);
