Da Nang Party Secretary: The biggest bottleneck is no longer institutions, but implementation organization capacity

Speaking at the 4th session of the 11th Da Nang City People's Council on July 30, Party Secretary Le Ngoc Quang frankly pointed out the situation that a part of officials are still hesitant, avoid and shirk responsibility, causing many tasks to be delayed.

He believes that if institutions were previously often considered the biggest bottleneck, now, a worrying limitation lies in the ability to organize implementation. The fear of making mistakes in some agencies and units not only prolongs the time to resolve procedures but can also miss investment opportunities, affecting the operation of businesses and the rights of people.

However, this result is still lower than the growth target of 11% or more in 2026. According to Mr. Le Ngoc Quang, Q3 is decisive, while the workload in the last months of the year is very large.

The city must focus on removing obstacles in public investment, accelerating capital disbursement, and handling prolonged projects due to legal obstacles, especially projects related to land. Along with that is administrative reform, improving the quality of service for people and businesses.

The Secretary of the City Party Committee proposed that the City People's Council issue resolutions capable of substantially resolving bottlenecks in finance, budget, public investment, land, education, health, science - technology and social security.

In the context of limited resources, Da Nang needs to clearly define priorities, focus capital on key projects, avoid spreading investment; and at the same time promote the role of the private economy and public-private partnerships.

Da Nang is facing many opportunities when deploying the International Financial Center, Free Trade Zone and new drivers in science and technology, digital transformation, marine economy and logistics. However, according to the Secretary of the City Party Committee, opportunities only become drivers when policies are concretized by programs, plans and clear results.
