Trade unions commit to protecting workers in debt of social insurance
Da Nang - The situation of employers evading and owing social insurance for a long time and then falling into dissolution is directly violating the rights of workers.
Worry about losing all benefits because businesses owe social insurance
In industrial parks in Da Nang in recent times, social insurance disputes have always been a hot spot. When businesses procrastinate or owners abscond, workers fall into a situation where their legitimate rights are suspended, even though they are still deducted monthly insurance premiums.
In Dien Nam - Dien Ngoc Industrial Park, Da Nang City, typically the case of Minh Hoang 2 Co., Ltd. owing social insurance of more than 10 billion VND has directly affected the sickness and maternity benefits of thousands of workers.
Ms. Ho Thi Truc Phuong - a worker at Quang Hieu Food Co., Ltd. - said: "If a business owes social insurance and then dissolves, how will the rights of employees be resolved? We have worked for many years but are facing the risk of losing all maternity benefits and getting sick because the company no longer has the ability to pay compensation.
There are also cases where workers encounter risks and fall into a deadlock due to businesses stopping operations. Many families have workers who died from serious illnesses but do not know whether they will receive funeral and death benefits or not, because the company still owes social insurance money...

Activate legal mechanisms and open hotlines for dismantling
Ms. Nguyen Thi Hai - Deputy Director of Dien Ban Grassroots Social Insurance - affirmed that the unit will resolutely not compromise with businesses that intentionally violate.
For large-debt units such as Minh Hoang 2 Co., Ltd., functional agencies have conducted inspections, sanctioned and transferred dossiers to the Police agency to request consideration of criminal handling under Article 216 of the Penal Code for the crime of evading social insurance contributions.
In order to remove immediate difficulties for workers at bankrupt businesses or owners who run away, the social insurance agency applies the guidance in Official Dispatch No. 1880/BHXH-CSXH to finalize books and resolve regimes based on the actual time businesses have deducted contributions to the fund.
For cases where the deceased worker has paid enough conditions in the actual time, the family will still immediately receive funeral allowance equal to 10 times the base salary and settle the death penalty regime based on the actual time paid.
At the dialogue conference "Month of listening to union members and workers speak" in 2026, Mr. Nguyen Thanh Vinh - Deputy Head of the Department of Labor and Employment, Da Nang City Department of Home Affairs - publicly announced his personal phone number right in the hall as a hotline to receive cases of harassment, wage arrears, and social insurance debts for timely intervention.
Ms. Ho Thi Lan Huong - Vice Chairwoman of the Da Nang City Labor Federation - said: "Protecting social insurance benefits for workers is a key task. The City Trade Union is committed to pursuing and definitively resolving obstacles under its authority. At the same time, it proposes to strictly handle violating business owners, taking the satisfaction and actual rights of workers as a measure of operational efficiency".
