Ministry of Home Affairs responds to proposal to recruit new civil servants and public employees
The Ministry of Home Affairs said that current regulations have allowed the recruitment of civil servants and public employees and the signing of contracts to solve the shortage of human resources.
Sending recommendations to the Ministry of Home Affairs, the Ministry of Finance proposed to allow the strengthening of apparatus and personnel for grassroots-level units, direct collaborating units, units directly serving people and businesses; allow the implementation of new recruitment of civil servants and public employees for units with shortages or large workloads to promptly implement tasks, meeting current urgent needs.
Responding to the above proposal, the Ministry of Home Affairs said that based on Conclusion No. 40-KL/TW dated June 2, 2026 of the Politburo on supplementing and amending Regulations on personnel management of the political system; assigning personnel of the political system in 2026 and orientations for the period 2027-2031; Regulation No. 183/QD-TW dated June 2, 2026 of the Politburo on personnel management of the political system; Decision No. 191/QD-TW dated June 2, 2026 of the Politburo on personnel of ministries, ministerial-level agencies, Vietnamese representative agencies abroad; assisting the Government Party Committee in 2026.
In the recent past, the Government has issued Decree No. 170/2025/ND-CP regulating the recruitment, use and management of civil servants, Decree No. 173/2025/ND-CP on contracts for performing the duties of civil servants, Decree No. 235/2026/ND-CP on contracts for performing work in public service units.
At the same time, currently, the Ministry of Home Affairs has submitted to the Government for promulgation a Decree regulating the recruitment, use and management of public employees.
Accordingly, the above-mentioned Decrees have fully stipulated the recruitment of civil servants and the signing of contracts in administrative agencies and public service units to solve the situation of personnel shortage or for agencies and units with large volumes of work to promptly implement tasks and meet current urgent needs. Based on the above regulations and assigned task requirements, the Ministry of Finance shall recruit new civil servants and public employees (within the payroll assigned by competent authorities) to meet the assigned task requirements.
