Strengthening policy implementation supervision at the provincial and commune levels
Supervision and evaluation of policy implementation activities need to be promoted immediately at the provincial and commune levels, where people and businesses are directly involved in solving problems.
On July 30, in Hanoi, the National Assembly Standing Committee organized the National Assembly's Forum on supervision activities 2026.
Speaking at the Forum, Member of the Party Central Committee, Deputy Prime Minister Le Tien Chau said that the results and clear imprints in the National Assembly's supervision in the past time are shown through three main aspects.
Through this, the content of supervision is increasingly accurate and correct, closely following the strategic and practical issues of the country such as: budget management, public assets, anti-corruption, wastefulness, negativity, digital transformation, operation of local government models...
The supervision method continues to be innovated in a more comprehensive, flexible and substantive direction. Thematic supervision activities, questioning, explanation, and supervision of legal normative documents. Reviewing reports and supervising the settlement of voters' petitions are increasingly closely integrated, and arising issues are more fully identified.
According to the Deputy Prime Minister, supervisory activities are always associated with perfecting institutions and removing bottlenecks. Many recommendations have been received and institutionalized, contributing to perfecting policies and laws, improving the efficiency of State management and law enforcement organization.
In addition, the National Assembly's supervisory activities are strongly shifting from "detecting recommendations" to "monitoring and promoting resolution to the end", from "reviewing procedures" to "assessing the results and impacts of policies".
Through this, the National Assembly has provided practical support for the direction and administration of the Government, contributing to improving discipline, order and the quality of service to the people.
Deputy Prime Minister Le Tien Chau proposed to the National Assembly and the National Assembly Standing Committee a number of solutions to improve the effectiveness and efficiency of supervision.
Typically, strongly shift the focus of supervision to organizing law enforcement. It is necessary to supervise the implementation of newly promulgated laws and resolutions, decentralized fields and policies that directly impact people and businesses.
Through supervision, it is necessary to clearly distinguish which content is due to contradictions and overlaps in the law, which content is due to slow, inconsistent guidance, or due to organizations lacking resources and capacity.
Along with that, strengthening supervision and evaluation of policy implementation at the provincial and commune levels, where people and businesses in the locality directly handle work.
It is necessary to simultaneously supervise the assignment of tasks associated with assurance conditions such as human resources, finance and digital infrastructure to avoid the situation of decentralization but not allocating enough resources or superiors loosening inspection.
At the same time, the National Assembly's supervisory conclusions need to be linked to specific goals, responsibilities, deadlines and results of resolution, clarifying the responsibilities of each agency, organization, and individual.
It is necessary to promote the application of science and technology, digital transformation to improve objectivity, publicity and transparency in supervisory activities.
Another issue is to improve the coordination mechanism between the National Assembly's supervision and the inspection, examination, audit and management activities of the Government.
Coordination must be carried out right from the stage of selecting topics to collecting information, avoiding duplication in subjects and content.
It is necessary to create conditions for people, businesses and scientists to participate in providing critical information, helping practice become an important data source to evaluate the results of policy and law implementation.
On the Government's side, we will continue to improve accountability, closely coordinate with the National Assembly, the National Assembly Standing Committee and National Assembly deputies in supervision work" - Deputy Prime Minister emphasized.
The Government also proposed that the National Assembly continue to accompany and point out bottlenecks and inadequacies so that the Government can improve institutions, remove difficulties, unlock resources and improve the quality of service to the people.
