From July 1st, apply the formula for calculating salaries and allowances according to the new base salary level
The Ministry of Home Affairs provides detailed instructions on the formula for calculating salaries and allowances based on the base salary level 2. 530,000 VND/month from July 1.
The Ministry of Home Affairs has just issued a Circular guiding the implementation of the base salary level for subjects receiving salaries and allowances in agencies, organizations, and public non-business units of the Party, State, Vietnam Fatherland Front, socio-political organizations and associations.
According to the Circular, from July 1, 2026, the base salary used as the basis for calculating salaries, allowances and other regimes will officially be 2,530,000 VND/month.
In the Circular, the Ministry of Home Affairs details the formula for calculating salaries and allowances based on the base salary level 2. 530,000 VND/month.
Calculate the salary level: Equal to the base salary level (2,530,000 VND/month) multiplied (x) by the current salary coefficient. Calculate allowances according to the base salary level: Equal to the base salary level (2,530,000 VND/month) multiplied (x) by the current allowance coefficient.
Calculate the allowance as a percentage of the salary level: Equal to the sum of the new salary level, new leadership position allowance and new seniority allowance (if any), then multiply (x) by the percentage of allowance enjoyed.
For allowances specified in specific amounts, the benefit level will be kept unchanged according to current regulations.
For People's Council delegates at all levels: The operating fee level will be equal to the base salary multiplied (x) by the operating fee coefficient according to regulations.
For non-specialized workers in villages and residential groups: The allowance fund contracted by the state budget for each village and residential group is also calculated according to the base salary of 2,530,000 VND/month.
The Ministry of Home Affairs requests the heads of agencies and units directly responsible for managing beneficiaries to base on the number of officials as of July 1, 2026 to calculate salary levels, allowances, reserve difference coefficients (if any) and operating fees in accordance with instructions.
The determination of needs, sources and methods of budget spending to implement the new base salary level will be implemented according to the specific instructions of the Minister of Finance.
