Officially reduced prices for some aviation services from July 1st
In the context of constantly fluctuating world gasoline and oil prices, Vietnam has issued many preferential policies and reduced service prices in the aviation sector.
Information from the Civil Aviation Authority of Vietnam said that the Circular stipulating mechanisms and policies for managing service prices in the field of civil aviation, including many policies to reduce flight operations, takeoff and landing fees for aircraft and services at airports, will officially take effect from July 1, 2026.
According to new regulations, pilot training flights not combined with commercial operation in Vietnam will not have to pay for using flight control services for departure, arrival, and takeoff and landing of aircraft in the first 36 months from the date of the first training flight.
For airlines with a large total monthly service payment, the price reduction policy is applied at many different levels.
Specifically, for services provided for international flights, airlines with payment invoices from over 125,000 USD to under 250,000 USD are reduced by 1.5%; from 250,000 USD to under 750,000 USD are reduced by 2.5%; from 750,000 USD to under 1.5 million USD are reduced by 3.5%; from 1.5 million USD or more are reduced by 5%.
For domestic flights, airlines with total payment invoices from over 5 billion VND to under 10 billion VND are reduced by 1.5%; from 10 billion VND to under 15 billion VND are reduced by 2.5%; from 15 billion VND to under 30 billion VND are reduced by 3.5%; from 30 billion VND or more are reduced by 5%.
The Circular also stipulates great incentives for Vietnamese airlines that participate in the air transport market for the first time. Accordingly, the first flights will only have to pay 50% of the service price for takeoff and landing of aircraft and flight operations decided by the Ministry of Construction within 36 months from the date of operation of the first flight.
For new international routes that have not had regular operating airlines for at least 12 months before, the operating airline will be applied a price equal to 50% of the price of take-off, landing and flight operation services.
The preferential period at Noi Bai, Tan Son Nhat, Da Nang, Phu Quoc, Cam Ranh international airports is 12 months from the date of the first flight operation.
At airports of Cat Bi, Vinh, Can Tho, Lien Khuong, Phu Bai, Buon Ma Thuot, Van Don, Tho Xuan, Dong Hoi, Tuy Hoa, Chu Lai, Pleiku, Phu Cat, Con Dao, Dien Bien, Ca Mau, Rach Gia, the promotion period is 24 months.
For regular flights requested by the Civil Aviation Authority of Vietnam to be transferred to other airports to develop the air transport market, the aircraft take-off and landing service price is applied at 90% of the regulated level within 24 months.
The Circular also stipulates many cases of special discounts. Specifically, helicopters, unmanned aerial vehicles, ultralight aircraft or aircraft that have to land off-plan due to weather, technical reasons, passenger emergency, terrorism, war or requests from competent state agencies will be charged at 50% of the prescribed price.
For pilot training flights not combined with commercial operations, the fee is only 30% of the normal price.
In addition, children from 2 years old to under 12 years old when using passenger service at airports are applied a price equal to 50% of the regulated level.
The Circular also specifically stipulates the pricing mechanism for many other services such as leasing aircraft aprons, passenger bridges, check-in counters, luggage conveyor belts, automatic luggage sorting, ground commercial technical services, airline refueling and service concessions at airports.
For regular economy class domestic passenger transport services, ticket prices are divided into 5 groups of flight distances, from under 500 km to 1,280 km or more.
The maximum price already includes the entire amount of money passengers have to pay for air tickets but does not include value-added tax, security fees, airport service fees and additional services.
