New allowance level for Village Heads, Party Cell Secretaries, Heads of Fatherland Front Work Committees

The allowance level for non-specialized workers in villages and residential groups will be implemented according to new regulations in Decree 185/2026/ND-CP.

Allowance fund allocation according to 2 groups of areas

According to Article 15 of Decree 185/2026/ND-CP, the state budget implements a monthly allowance fund (including social insurance contribution support) for non-specialized workers in villages and residential groups.

Specifically, for villages with 700 or more households; residential groups with 1,000 or more households; villages and residential groups belonging to key commune-level administrative units in terms of national defense; border areas, islands or particularly difficult villages, the allowance fund will be contracted at 8.0 times the basic salary level.

Meanwhile, the remaining villages and residential groups are allocated allowance funds equal to 6.5 times the base salary.

Compared to previous regulations, the new contract level has increased significantly, creating additional resources for localities to increase allowances for village and residential group officials.

Specific allowance levels are decided by the locality

Decree 185/2026/ND-CP also stipulates that, based on the allowance fund contracted by the state budget; the ability to balance local budgets; relevant legal regulations and the specific characteristics of each locality, the Provincial People's Committee will submit to the People's Council of the same level to decide on specific related contents.

Which includes:

The allowance level for each title of non-specialized worker in villages and residential groups;

The concurrent holding of titles and the allowance level for concurrent holding;

Number, title and level of support for titles participating in activities in villages and residential groups.

Thus, the allowance level for Village Head cum Party Cell Secretary will not be applied uniformly nationwide but will be decided by each locality according to actual conditions and budget capacity. Therefore, the benefit level in each province and city may be different.
