Phu Tho implements arrangement and renaming of villages and residential groups
Phu Tho - The Provincial People's Committee has just issued Plan No. 192/KH-UBND on arranging and renaming villages and residential groups in the area.
Accordingly, there is a key content set out by Phu Tho Provincial People's Committee to implement the arrangement of villages and residential groups, requiring departments, branches, and localities to focus on implementing it.
Regarding the criteria of villages, residential groups are implemented according to Article 10 of Decree No. 185/2026/ND-CP dated May 26, 2026. Residential groups under wards must ensure that there are 300 or more households; villages under communes must have 150 or more households.
Regarding the scale of households subject to arrangement, it is implemented according to Article 8, Decree No. 185. Residential groups under wards have fewer than 300 households; villages under communes have fewer than 150 households.
Regarding the standards of new villages and residential groups after arrangement, residential groups belonging to wards have 300 or more households; villages belonging to communes have 150 or more households.
In case villages are located in mountainous areas, communes are located in ethnic minority areas, villages are particularly difficult, villages are located in areas with complex divided terrain, difficult traffic, scattered residents or belonging to areas planned for site clearance, migration, and resettlement - the scale of households may be lower than the provisions of Article 10 of Decree No. 185.
Regarding the renaming of villages and residential groups according to place names or order numbers decided by local Party committees, authorities and residential communities, it is carried out simultaneously with the process of arranging villages and residential groups.
In case in commune-level administrative units there are villages and residential groups with duplicate names or villages and residential groups that have not agreed on names or according to the wishes of the people in villages and residential groups, it is necessary to arrange and change the name of villages and residential groups to be appropriate.
Regarding the authority to arrange, name, and rename villages and residential groups - it is decided by the commune-level People's Council.
With the order and procedures for implementing the arrangement and renaming of villages and residential groups are carried out in the following steps:
Commune and ward People's Committees urgently review all villages and residential groups in the area as a basis for developing plans according to regulations.
The Department of Home Affairs organizes guidance for Commune and Ward People's Committees to develop plans according to regulations.
Commune and ward People's Committees shall develop plans and send them to the Department of Home Affairs for summarization and development of overall plans for arranging villages and residential groups in the province...
The Department of Home Affairs develops a plan to report to the Provincial People's Committee to submit to the Party Committee of the Provincial People's Committee for reporting, requesting opinions from the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee to direct implementation; complete before June 5, 2026.
Based on the Conclusion of the Provincial Party Committee Standing Committee, the Department of Home Affairs guides the People's Committees of communes and wards to develop projects and organize people's opinions according to the provisions of law; complete before June 10, 2026.
Commune-level People's Committees organize to collect opinions and summarize, explain, and fully absorb people's opinions on the project; develop reports to complete dossiers to submit to the Commune-level People's Council for consideration and decision; complete before June 28, 2026.
Before June 30, 2026, the Commune People's Council issued a resolution on arranging and renaming villages and residential groups.
The overall report on the results of implementing the arrangement of villages and residential groups should be sent to the Provincial People's Committee no later than July 1, 2026.
