Hanoi considers shortening the progress of Ring Road 4 to be completed 6 months ahead of schedule

Hanoi Department of Construction said that it has just sent a document to Hanoi Ring Road 4 Joint Stock Company and the City Traffic Construction Investment Project Management Board on considering proposals to shorten the progress of Component Project 3 under the Ring Road 4 - Hanoi Capital Region Construction Investment Project.

According to the Department of Construction, the consideration of the recommendations is carried out based on the direction of the Hanoi City People's Committee and the Hanoi City Party Committee to accelerate the progress of key traffic projects, ensuring project completion as required.

Regarding the source of construction materials - one of the factors that greatly affects the construction progress - the Department of Construction said that the unit has regularly updated and announced material prices periodically and unexpectedly when the market fluctuates strongly. This is the basis for units to prepare, adjust estimates and pay for completed volumes.

In addition, the Department also issued many documents to support the supply of ordinary construction materials to serve public investment projects in the area.

Regarding the proposal to allow contractors to exploit some soil mines under a special mechanism to proactively source ground filling materials, the Department of Construction requests project enterprises to proactively coordinate with the Department of Agriculture and Environment to be guided and remove difficulties and obstacles in the implementation process.

Regarding technical design adjustment, the Department of Construction said that the Hanoi People's Committee has approved the policy of allowing the preparation of adjusted technical designs in parallel with the investment project adjustment process. This solution is expected to significantly shorten the implementation time.

Notably, the goal of technically opening the entire component project 3 before July 2027, about 6 months earlier than the initial plan, was basically assessed by the Department of Construction as being in line with the requirements and direction of the Hanoi City Party Committee.

To have a basis for considering adjusting the progress as well as proposals related to additional funding, the project enterprise needs to coordinate with the City Traffic Construction Investment Project Management Board to review the overall progress, identify key items and clarify the effectiveness of technical solutions.

At the same time, units must detail the costs incurred by increasing manpower, equipment and organizing multi-shift and multi-team construction.

Hanoi Department of Construction requests relevant units to urgently implement the above contents, and at the same time promptly report to Hanoi City People's Committee on issues beyond their authority, ensuring the goal of technical traffic opening of component project 3 before July 2027 according to the direction of the City Party Committee and Hanoi City People's Committee.
