The Ministry of Home Affairs is seeking opinions on the Draft Circular guiding the implementation of the base salary level for subjects receiving salaries and allowances in agencies, organizations, and public non-business units of the Party, State, Vietnam Fatherland Front, socio-political organizations and associations.

The third group, cadres, civil servants, and public employees who are sent by competent authorities to work at associations, non-governmental organizations, projects and international agencies and organizations located in Vietnam but are still entitled to salaries according to the salary scale issued together with Decree No. 204/2004/ND-CP of the Government.

The ninth group, the following subjects are applied to this Circular to calculate and determine the level of contribution and enjoyment of social insurance benefits and resolve regimes related to salaries according to the provisions of law:

Cadres, civil servants, public employees going to study, intern, work, treatment, and nursing (domestic and foreign) on the payroll list of Party and State agencies, socio-political organizations, public non-business units and associations supported by the state budget for operating expenses;

People who are in internship or probation (including commune-level civil servant internship) in Party agencies, State agencies, socio-political organizations, public non-business units and associations supported by the state budget for operating expenses;

Cadres, civil servants, and public employees who are being temporarily suspended from work, are being temporarily detained, or temporarily imprisoned.
