Allowances for grassroots security and order protection forces when the base salary is expected to increase

The Ministry of Home Affairs is drafting a Decree regulating the base salary and bonus regime for cadres, civil servants, public employees, and armed forces.

The draft Decree is currently in the process of collecting comments; stipulating the base salary applied from July 1, 2026 is 2.53 million VND/month, an increase of 19,000 VND compared to the current level.

However, for security and order protection forces at the grassroots level, the increase in the base salary does not mean that everyone's income is increased.

Unlike cadres, civil servants, and public employees in the public sector, allowances for security and order protection forces at the grassroots level are decided by the Provincial People's Council based on the economic conditions and budget of each locality. This leads to the following three practical situations.

Many localities apply absolute support levels in the resolutions of the People's Councils. In Ho Chi Minh City, according to Resolution No. 54/2025/NQ-HĐND, the monthly support level for team leaders is 6.5 million VND, deputy team leaders is 6.3 million VND and team members is 6 million VND; and is also supported 100% of voluntary social insurance and health insurance contributions.

On the other hand, provinces and cities that stipulate support levels based on the coefficient multiplied by the base salary will record a clear increase. Ca Mau Provincial People's Council issued Resolution 30/2025/NQ-HĐND stipulating the establishment and spending level for forces participating in the Security and Order Protection Team in hamlets and hamlets in Ca Mau province.

Accordingly, Ca Mau regularly supports team leaders with 0.9 times the base salary/person/month; Deputy team leaders with 0.8 times the base salary/person/month; Team members with 0.7 times the base salary/person/month.

When performing tasks in island areas, areas with particularly difficult socio-economic conditions, ethnic minority areas or in key commune-level administrative units for national defense recognized by competent authorities, people participating in the Security and Order Protection Team in hamlets and hamlets in Ca Mau are entitled to additional working day allowances equal to 0.003 times the base salary/person/day.

Some localities stipulate allowances for grassroots security forces in both ways, one part calculated according to the base salary, and one part is the absolute amount.

In Can Tho city, grassroots security forces are entitled to allowances according to Resolution No. 34/2025/NQ-HĐND of the City People's Council.

Accordingly, forces participating in protecting security and order at the grassroots level are entitled to regular monthly support equal to a coefficient of 1 multiplied by the base salary.

Participants in this force are also entitled to allowances according to titles, for team leaders it is 300,000 VND/person/month, for deputy team leaders it is 200,000 VND/person/month.

They are also supported according to their training level: University level or higher is supported with 500,000 VND/person/month, College is supported with 300,000 VND/person/month; Intermediate level is supported with 200,000 VND/person/month.
