The electric vehicle parking area in the apartment building must have a camera system connected, on duty 24/24h

In Circular No. 31/2026/TT-BXD, the Ministry of Construction issued Amending 01:2026 QCVN 04:2021/BXD National Technical Regulation on Apartment Buildings, which supplements regulations related to parking spaces, electric vehicle parking spaces and battery exchange areas applicable to newly built apartment buildings and existing apartment buildings. This Circular takes effect from December 15, 2026.

Tramway parking area

According to regulations, the electric vehicle parking area of the apartment building must be within the area of the approved project. The selection of the location must be in the order of priority outdoors, above ground, semi-basement, basement 1 and then to the next basements. Only when it is impossible to arrange outdoors or above ground can it be arranged in the semi-basement or basement.

In case of arranging in the semi-basement, the basement must have appropriate and effective solutions to release the burned vehicle out of the apartment building or isolate the burned vehicle.

The electric vehicle parking area must be arranged in a convenient location for use and escape; if placed in the basement, it must ensure convenience for ventilation and access for firefighters. At the same time, the parking area must ensure load-bearing safety suitable for the type of parking vehicle.

The regulation also requires separating the parking area for electric cars with the parking area for electric motorbikes, electric motorbikes and electric bicycles. Separating the parking area for electric vehicles from the parking area for motor vehicles using gasoline or diesel fuel is prioritized.

In case separation is not possible, the technical requirements of the area for motor vehicles using gasoline or diesel fuel must be equivalent to those for the electric vehicle parking area.

Between parking areas, there must be a minimum distance of 2m; if this distance is not ensured, special walls or partitions made of non-flammable materials with a minimum height of 2m must be used. The area of the electric vehicle parking area is included in the total parking area of the apartment building. Traffic and access in the electric vehicle parking area must be convenient and not obstruct vehicles and pedestrians.

Regarding fire prevention and fighting requirements, the electric vehicle parking area in apartment buildings must comply with QCVN 06:2022/BXD and Amended 1:2023 QCVN 06:2022/BXD, QCVN 10:2025/BCA, and at the same time meet a number of additional requirements. Specifically, this area must be equipped with an automatic fire alarm system and a surveillance camera system connected to a 24/24 hour on-duty room. Electric vehicle charging area

Regarding the electric vehicle charging area, the regulations stipulate that this area must be located within the area of the approved project and arranged in the order of priority outdoors, above ground, semi-basement, basement 1 and then to the next basements. Only when it cannot be arranged outdoors or above ground can it be arranged in the semi-basement or basement.

If arranged in the semi-basement or basement, there must be appropriate and effective solutions to release the burned vehicle out of the apartment building or isolate the burned vehicle. When arranging the charging area in the apartment building, it must ensure escapeability, prevent fire spread, ventilation for smoke escape and create conditions for firefighters to access.

The electric vehicle charging area must be separated from other areas, and at the same time separate the charging zone for electric cars from the charging zone for electric motorbikes, electric motorbikes and electric bicycles.

The electric vehicle charging area is arranged into one or more separate sub-zones, except for outdoor locations on the ground. For the semi-basement and basement, each sub-zone is not allowed to arrange more than 25 electric car charging seats or more than 50 electric motorbike, electric motorcycle, electric bicycle charging seats.

For floors on the ground, each subdivision is not allowed to arrange more than 30 places for charging electric cars or more than 80 places for charging electric motorbikes, electric motorbikes, electric bicycles. The minimum distance between electric vehicle charging subdivisions is 2m; in case this distance is not guaranteed, walls or special partitions made of non-flammable materials with a minimum height of 2m must be used.
