On the afternoon of June 15, at the fourth session of the Hanoi People's Council, delegates raised many questions related to the Resolution supporting the conversion of road transport vehicles from using fossil fuels to using clean energy and encouraging the use of public transport in Hanoi City.

According to the draft Resolution, poor households are supported with 100% of the value of vehicles when converting from gasoline cars to electric vehicles but not exceeding 20 million VND. The delegate said that in reality, the city almost no longer has poor households, and proposed that the People's Committee carefully re-evaluate this subject.

Reporting on receiving and explaining this content, Standing Vice Chairman of Hanoi People's Committee Duong Duc Tuan affirmed that the city no longer has poor households, but the city includes this content in the draft resolution to calculate future arising plans.

The City People's Committee said that to ensure the stability, effectiveness and efficiency of the Resolution, and to avoid having to amend and supplement when poor households arise, the drafting agency has stipulated support policies for this group.

With the assumption that 70% of poor households will convert vehicles in 2027 and a maximum support level of 20 million VND, the estimated cost is about 140 billion VND.

According to the delegate, it is necessary to clarify the frequency of use, the level of pollution impact and especially the resource balance plan, regulations on public asset management when implementing the roadmap to switch to clean energy for this group of specialized vehicles.

Regarding this content, the City People's Committee said that when drafting the Resolution, the drafting agency reviewed and proposed groups of vehicles to be supported based on emission levels, operating frequency, role in serving public interests and spillover effects on the green transition process in the transportation sector.

Although some types of clean energy vehicles belonging to this group are not yet common in the city, it is necessary to forecast support policies to ensure the stability of the Resolution and limit the need to amend and supplement when green vehicles develop.

The drafting agency has also calculated and forecasted resources for policy implementation. Based on receiving Appraisal Report No. 136/BC-BĐT dated June 11, 2026 of the Urban Committee of the City People's Council, to suit the reality and resource balancing capacity, the drafting agency has removed specialized vehicles (road sweeping, road washing, garbage transportation, urban infrastructure maintenance), ambulances and postal vehicles from the group of vehicles supported by loans and loan interest rates.
