Hanoi is considering establishing 1 new department
Hanoi - The City People's Committee is considering options to establish a Food Safety Department in accordance with the policy of the Politburo and the Central Executive Committee.
Hanoi City People's Committee has just submitted a report stipulating the number, establishment, reorganization, dissolution of specialized agencies, other administrative organizations; the number, structure of City People's Committee members, Commune-level People's Committee members for Hanoi City People's Council to consider and approve.
Local overload, prolonging work processing time
According to the submission, Hanoi currently operates as a special-class city, a megacity with a real population scale that has exceeded 10 million people, accompanied by the speed of urbanization, economic integration and mechanical increase in population taking place extremely strongly. The practice of state management in the Capital shows that issues of technical infrastructure, transportation, environment, social security, security and order in some central areas or developing areas are of a complex nature far exceeding the national average.
Therefore, the application of the original model, organizational structure and staffing similar to other localities is no longer compatible, creating a major drag and inadequacy for the requirements of rapid and sustainable development of the Capital.
Hanoi City currently has 15 Departments and 2 administrative organizations. The model and number of specialized agencies under the City People's Committee according to the general framework regulations of the Government currently does not fully cover or cannot be deeply specialized in specific and newly arising management fields (such as smart urban management, underground space development, inter-regional coordination, digital transformation and innovation; solving city bottlenecks...).
The volume of administrative dossiers and directing and operating documents that specialized agencies and members of the City People's Committee have to bear is extremely large, leading to local overload and prolonging work processing time.
This practice requires a flexible mechanism, allowing regulations on the number of administrative organizations; deciding to change the name, adjust the functions of specialized agencies and other administrative organizations under the management of the whole city" - the submission clearly stated.
The maximum framework for establishment is no more than 18 departments
According to the City People's Committee, the Resolution is built on the principle of ensuring balance and harmony between expanding decision-making authority, increasing autonomy and strengthening accountability, in accordance with the authority in the Capital Law.
The Resolution stipulates the number of administrative organizations under the city according to the socio-economic development needs of Hanoi City, thereby increasing the number of organizations compared to the current regulations of the Government.
Regarding the number of specialized agencies, it is expected to stipulate that the maximum framework for establishment is no more than 18 departments (an increase of 3 departments, equivalent to an increase of 20% in the number of organizations compared to the current 15 departments).
In the immediate future, agencies and units are reporting to the City People's Committee to consider options for establishing the Food Safety Department in accordance with the policy of the Politburo and the Central Executive Committee; implementing point a, clause 1, Article 14 of the Capital Law on ensuring centralized, unified, and effective state management in the field of food safety and urban order of the city. The remaining additional departments will be implemented when truly necessary, according to the requirements of competent authorities and in accordance with the goals and development situation of the city in each period.
For other administrative organizations, it is expected to stipulate a maximum framework of no more than 3 organizations to be established (an increase of 1 unit compared to the current 2 administrative organizations, including the Public Administration Service Center, the Management Board of High-Tech Parks and Industrial Parks of the city). 1 additional organization helps to make the apparatus structure flexible enough to handle arising issues such as smart urban management, digital economy, circular economy... meeting the requirements of large population size and rapid urbanization of the city.
The number of administrative organizations under the commune level is regulated to increase to a maximum of no more than 5 specialized agencies; no more than 2 other administrative organizations under the commune-level People's Committee.
5 specialized agencies were established, including: Offices of People's Councils and People's Committees at commune level; 2 specialized departments in the field of Culture - Society; 2 specialized departments in the fields of Economy, Infrastructure and Urban Area.
2 other administrative organizations, including the Commune-level Public Administration Service Center (according to the conclusion of the Standing Committee of the Party Committee of the City People's Committee, no "intermediary" level organization, transferring functions, tasks, and organizational structure of the City Public Administration Service Center to the Commune-level People's Committee to ensure compliance with functions, tasks and authority to organize operation and operation from July 1, 2026); 1 additional organization when really necessary, synchronized with the city level and meeting the operating requirements of the 2-level government model.
The compatibility between the number of organizations and the needs of socio-economic development will help the direction and administration of the commune-level People's Committee to be smoother. Clearly defining the functions and tasks of each organization within the regulatory framework will help grassroots authorities operate effectively, reduce overlap, and best serve people and businesses in the city.
