Arranging villages and residential groups, streamlining from the grassroots level, creating new development momentum
Implementing the policy of arranging the organizational structure, localities are urgently arranging villages and residential groups in a streamlined and effective direction, suitable to new management requirements. This is not only a solution to reduce focal points and improve the effectiveness of the grassroots political system, but also contributes to promoting resources, creating room for development and serving the people better.
Along with other communes and wards in Hanoi City, Soc Son commune is focusing on implementing a project to rearrange and reorganize villages and residential groups. The process is implemented to ensure publicity, transparency, and compliance with the regulations of the Central Government and the city.
After arrangement and reorganization, Soc Son commune is expected to reduce from 62 villages, residential areas, and residential groups to 26 units. Along with reducing the large number of villages and residential groups, the number of non-specialized personnel in villages and residential groups is also expected to decrease from 168 to 129 people. More broadly, Hanoi City is expected to rearrange the system of villages and residential groups, reducing from the current 5,467 organizations to about 2,755, equivalent to a reduction of 2,712 villages and residential groups.
In Phu Tho province, according to the expected plan, the province will arrange 3,606 villages and residential groups to establish 1,639 new units. After completion, the whole province will reduce 1,967 villages and residential groups, equivalent to a reduction of nearly 39%, leaving a total of 3,082 units.
According to Chairman of Phu Tho Provincial People's Committee Tran Duy Dong, the arrangement of villages and residential groups is an important political task, having a profound impact on social life and the operation of the political system at the grassroots level. Therefore, levels, sectors, and localities must show the highest political determination, absolutely not have the idea of avoiding, shirking responsibility or implementing formality. Localities should well implement cadre work, selecting people who are truly capable and reputable to hold key positions after arrangement.
In Hai Phong City, the collection of opinions is implemented publicly, democratically, and in accordance with regulations, thereby creating consensus and high unity among the people regarding the policy of arranging and reorganizing villages and residential groups in the city.
The review results show that the whole city currently has 3,086 villages and residential groups, including 1,598 villages and 1,488 residential groups. Among them, up to 2,089 villages and residential groups do not meet the standards for household size according to new regulations of the Government.
According to the overall plan, it is expected that 2,524 villages and residential groups will implement arrangements, contributing to streamlining the organizational structure at the grassroots level, creating conditions to improve management and administration efficiency and significantly reduce the number of people operating in villages and residential groups.
Talking to Lao Dong Newspaper, National Assembly Deputy Nguyen Thi Viet Nga (Hai Phong City Delegation) said that village arrangement is not only about reorganizing residential units but also directly related to the management and operation of the grassroots government apparatus and people's lives. Therefore, localities need to proactively develop plans to arrange and arrange suitable staff, ensuring that units after merger operate stably and effectively, opening up new development opportunities for localities.
