On June 15, at the Party Central Committee Headquarters, General Secretary and President To Lam chaired a working session with the Education and Training sector and relevant agencies on the preparation for the new school year 2026-2027 and the results of implementing Resolution No. 71-NQ/TW on breakthroughs in education and training development.
Speaking to direct at the working session, the General Secretary and President requested that the preparation for the new school year 2026-2027, which is the first year to test and implement Resolution 71, must have a strong and breakthrough shift; ensure sufficient facilities, sufficient schools, sufficient classes, sufficient textbooks, and minimum teaching equipment for the new school year; ensure the principle "where there are students, there are teachers".
Research the management model mechanism for the public and private school systems in the same area. All arrangement plans must be based on impact assessments on school distance, class size, teaching quality, traffic, teacher conditions; must be piloted and summarized before being replicated.
Resolutely prevent any students from going to school due to difficult circumstances. Determine standards and norms for classrooms suitable to the conditions of each region.
Mobilize the entire political system to complete inter-level boarding general schools in border communes on schedule, ensuring multiple goals of education, social security, and national security.
Requesting all levels of government when formulating urban planning and building new residential areas to plan and synchronously build schools and infrastructure compatible with population size. Focus on directing the removal of obstacles regarding land funds and procedures for investment in school construction in areas with mechanical population growth, large cities, industrial parks, difficult areas, and border areas.

The General Secretary and President noted the development of a mechanism to encourage excellent graduates and good teachers in cities to rotate to rural schools, difficult areas, and schools in border areas.
Focus on solving the situation of school violence, focusing on moral education and healthy lifestyle for students, considering this as a key task of the 2026-2027 school year.
Building a healthy, disciplined, and humane educational environment; taking prevention as the main thing, taking education, reform, and support for students as the foundation, and at the same time strictly handling violations. Controlling learning costs, rectifying tutoring, extra classes and achievement disease.
Publicize revenues and expenditures in schools. Do not let socialization of education become a mandatory contribution of parents, or replace the budget that must be ensured.
Regarding tutoring and extra classes, it is necessary to strictly handle the situation of forcing learning, suggesting learning, and putting pressure on students and parents. It is necessary to solve it from the root by improving the quality of official school hours, reducing exam pressure, making enrollment transparent, adjusting programs appropriately and improving teachers' motivation.
The General Secretary and President requested the Government to quickly issue a policy to convert the function of redundant public buildings and headquarters of state agencies into educational institutions, medical facilities...; not to let wasteful and abandoned works degrade while children lack places to play and study; people lack places to get medical treatment.
The Ministry of Education and Training needs to review outdated regulations and norms, cut procedures, and report formalities so that teachers have more time for their profession and students.
Build unified and updated education data. Data must help identify early the situation of teacher shortage, lack of classrooms, overloaded schools, students at risk of dropping out of school and irrationalities in learning costs and budget use.
