Expected surplus of 1,032 non-specialized village-level workers in Quang Ninh
Quang Ninh - Quang Ninh Provincial People's Committee has just had a plan to arrange and resolve policies for non-specialized workers at commune and village, hamlet, and neighborhood levels.
According to Quang Ninh Provincial People's Committee, based on the dossiers of proposals from the People's Committees of communes, wards, and special zones, the Department of Home Affairs has coordinated with the Department of Finance, Provincial Social Insurance, and Provincial Inspectorate to appraise and submit to the Provincial People's Committee for approval the list of 986 cases of resignation to enjoy staff streamlining policies; approved funding for 934 cases with 139.768 billion VND (currently appraising to approve funding for the remaining 52 cases).
By June 1, 2026, the People's Committees of communes, wards, and special zones have ended the use of non-specialized personnel at the commune level according to the direction of the Central Government. Currently, localities are preparing dossiers requesting the Department of Home Affairs to appraise and resolve streamlining policies for 319 cases under Decree No. 154/2025/ND-CP after the end of operation.
For non-specialized personnel in villages, hamlets, and neighborhoods, there are currently a total of 2,904 people. Among them, Party cell secretaries who are also village, hamlet, and neighborhood heads are 1,452 people; Heads of Fatherland Front Committees are 1,452 people.
Expected to be arranged in 624 new villages, hamlets, and neighborhoods (after arrangement): Unify the arrangement of 3 non-specialized personnel positions in each village and neighborhood, including: Secretary of the Party cell, Head of village, neighborhood, and Head of the Fatherland Front Work Committee.
Accordingly, 1,872 people are arranged in 3 positions, specifically: Secretary of Party cell 624 people; Village, hamlet, and neighborhood head 624 people; Head of Front Work Committee 624 people.
Based on practical requirements and specific conditions of each area, localities proactively review and arrange concurrent positions according to regulations for villages, hamlets, and neighborhoods that meet the conditions, ensuring improved operational efficiency and in accordance with the actual situation of the locality.
According to Quang Ninh Provincial People's Committee, after arranging villages, hamlets, and neighborhoods, the number of redundant non-specialized village-level workers is 1,032 people, of which Party cell secretaries, village and hamlet heads, and neighborhood heads are 204 people; Heads of Fatherland Front Committees are 828 people.
Currently, communes, wards, and special zones are specifically determining plans to resolve regimes and policies for resignation for 1,032 non-specialized workers in villages, hamlets, and neighborhoods, and sending them to the Department of Home Affairs for appraisal.
Quang Ninh Provincial People's Committee assigns communes, wards, and special zones to develop a project to establish, arrange, and reorganize villages, hamlets, and neighborhoods of the locality (including a plan to arrange and resolve for non-specialized personnel) before June 15, 2026.
Organize to collect people's opinions on the project to arrange villages, hamlets, and neighborhoods within 5 days, before June 20, 2026; Commune-level People's Committees submit to the People's Councils of the same level before June 26, 2026.
Commune, ward, and special zone People's Committees shall carry out personnel work (according to the approved arrangement plan), and appoint Temporary Village, Hamlet, and Neighborhood Heads to manage new villages, hamlets, and neighborhoods that will be put into operation from July 1, 2026.
