On the morning of June 19, at the 3rd session of the 11th Ho Chi Minh City People's Council, term 2026 - 2031, delegates considered the submission of the Ho Chi Minh City People's Committee on regulations on regimes and policies for non-specialized forces at the grassroots level after implementing the arrangement of administrative units and reorganizing neighborhoods, hamlets, villages, and residential areas.
From May 31, 2026, the use of non-specialized commune-level personnel at 168 commune-level administrative units of Ho Chi Minh City has been terminated.
The arrangement and reorganization of neighborhoods, hamlets, villages, and residential areas will be completed before June 30, 2026. Ho Chi Minh City will reorganize 5,947 existing neighborhoods, hamlets, villages, and residential areas down to 3,944 units.
To recognize the contributions of this force in the past time, the Ho Chi Minh City People's Committee proposed a one-time gratitude policy according to working time for non-specialized commune-level personnel who finish their duties.
People with a working period of less than 5 years will receive 15 million VND/person; from 5 years to less than 10 years will receive 25 million VND/person; from 10 years or more will receive 35 million VND/person.
For non-specialized personnel in neighborhoods, hamlets, villages, and residential areas who quit their jobs due to reorganization of the organization, the proposed support level is 3 million VND/person. People who directly participate in activities in neighborhoods, hamlets, villages, and residential areas who quit their duties will receive 2 million VND/person.
For group leaders and deputy heads of residential groups and self-managed people's groups, when the operating model ends, they will be supported with 1 million VND/person.
According to calculations by the Ho Chi Minh City People's Committee, the group of non-specialized commune-level workers includes 4,007 people, with a total support budget of more than 101.8 billion VND.
For non-specialized forces operating in neighborhoods, hamlets, villages, and residential areas, the surplus number after arrangement is expected to be 5,846 people, with support funds of more than 17.5 billion VND.
In addition, about 12,399 people directly participating in activities in neighborhoods, hamlets, villages, and residential areas will retire from their duties, with a total support budget of more than 24.7 billion VND.
For group leaders and deputy heads of residential groups and self-managed people's groups, the expected number of people to be supported is 21,590 people, with a total budget of more than 21.5 billion VND.
