Nghe An - The working delegation of the Party Central Committee Office surveys the operation of the political system in the two-level local government model in Nghe An.
On June 19, the working delegation of the Party Central Committee Office led by Mr. Le Khanh Toan - Deputy Chief of the Party Central Committee Office worked in Nghe An province, surveying, understanding, and researching the organizational structure and operation of the political system in the process of implementing local government at 2 levels.
Receiving and working with the delegation were Mr. Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province; Mr. Le Van Giap - Member of the Provincial Party Committee Executive Committee, Chief of the Provincial Party Committee Office, along with leaders of the Provincial Party Committee Office and professional departments.
Before the working session, the working delegation of the Party Central Committee Office surveyed the reality of the organizational structure and operation of the political system in Hung Nguyen commune.
At the working session, Mr. Hoang Nghia Hieu briefly informed about the socio-economic development situation, Party building work, the political system and the results of arranging the organizational structure in Nghe An province.
According to leaders of Nghe An province, the locality has a large area, of which the mountainous area accounts for more than 83%, and the number of commune-level focal points is large with 130 communes and wards. Along with arranging administrative units and consolidating the organizational structure, Nghe An is drastically implementing the operation of 2-level local government.
The province sets out requirements to strongly innovate leadership, direction, and administration methods; associated with promoting the application of information technology and digital transformation; strengthening decentralization and delegation of power in the spirit of "locality decides, locality does, locality takes responsibility".
After nearly 1 year of arranging administrative units and operating local governments at 2 levels, the apparatus at all levels in Nghe An has gradually stabilized. Mr. Hoang Nghia Hieu affirmed that, along with the task of socio-economic development, Nghe An identifies building a streamlined apparatus that operates effectively, efficiently, and efficiently as a key task. The province continues to promote the spirit of solidarity and responsibility, creating favorable conditions for the contingent of officials to successfully complete the assigned tasks.
Exchanging at the working session, Mr. Le Khanh Toan acknowledged Nghe An's proactiveness in arranging the organizational structure, as well as the initial results in advising, summarizing and digital transformation of the Party Committee offices at 2 levels in the locality.
The Deputy Chief of the Office of the Party Central Committee requested the Office of the Nghe An Provincial Party Committee to continue to strengthen close coordination with the Office of the Party Central Committee, especially in the information and reporting regime; promptly update data, accurately reflect the actual situation of the locality to serve the leadership and direction of the Central Government.
The Office of the Nghe An Provincial Party Committee is also requested to proactively provide new models, good practices, and effective experiences in socio-economic development, Party building, and operation of local governments at 2 levels for the Central Party Office to synthesize and spread on central information channels.
The two sides also exchanged many contents to improve the quality of coordination between the Party Committee office system at all levels, especially in information sharing, professional guidance, data updates, innovation in reporting methods and application of digital transformation, thereby improving the quality of advisory work and serving Party committees in the new period.
