National Assembly delegate Nguyen Van Canh proposed that new documents for people and businesses need to record both addresses before and after the merger of administrative units.
On May 14, commenting on the draft Law on Organization of the local government, delegate Nguyen Van Canh - Delegation of the National Assembly of Binh Dinh Province - said that the commune -level scale in the coming time is much greater than the current scale of the commune and the new commune -level tasks are also supplemented with most district tasks.
To properly demonstrate the position of new commune-level delegations working abroad to perform tasks equivalent to the district-level level, delegate Nguyen Van Canh suggested that it is advisable to choose the way to translate commune, ward, and commune-level to foreign languages to suit the new commune-level model and tasks.

"In the coming time, the Foreign Affairs sector should choose words that are suitable for the scale and functions of the commune, ward, and commune level to suit in foreign affairs.
For new documents, according to the requirements of people and businesses, both the new address after the merger of administrative boundaries and the old address before the merger of administrative boundaries will be recorded or there will be an additional QR code so that when scanning it, there will be a new address and an old address as the Ministry of Public Security did with the previous citizen identification card" - Mr. Canh said.

Commenting on the draft Law on Organization of Local Government (amended) related to authority and responsibility in foreign affairs activities, delegate Ly Thi Lan - National Assembly Delegation of Ha Giang province - suggested that it is necessary to supplement principle provisions so that local authorities at the grassroots level after the merger can continue to carry out foreign affairs tasks and relevant international agreements.
"There should be a provision stipulating that local authorities at the grassroots level or directly above level are responsible for continuing to implement international agreements signed in the name of old administrative units, and at the same time updating the new name of the administrative unit" - Ms. Lan suggested.
Regarding the addition of mountainous criteria, according to the delegate, practice shows that mountainous areas have completely different characteristics from the Delta rural model, requiring appropriate apparatus methods and policies. The addition of mountainous criteria will be an important legal basis to perfect policies and laws on organizational structure, staffing, criteria for classifying administrative units and specific policies for mountainous areas.
The delegate suggested that it is necessary to continue reviewing and researching to clearly define and further strengthen the decision-making authority of the Provincial People's Council and the Standing Committee of the Provincial People's Council. Especially in issuing specific mechanisms and policies suitable to socio-economic conditions and the ability to balance the local budget.
Regarding the issue of changing names, administrative boundaries, geographical indications, and identifying local brands, delegate Ly Thi Lan said that when the Law on Organization of Local Government comes into effect, the Government needs to continue to pay attention to directing the completion of relevant legal documents so that localities have a legal basis to build a unified communication strategy, build brands, positioning, and build new tourism maps.
