On April 13, a national conference was held in Hanoi to study, study, thoroughly grasp and implement the Resolution of the second Conference of the 14th Party Central Committee (Central Committee 2, 14th term).

At the Conference, Politburo Member, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi presented the thematic report Conclusion No. 18-KL/TW, dated April 2, 2026 on the National socio-economic (SE) financial development plan and public debt borrowing and repayment, medium-term public investment for 5 years 2026-2030 associated with the implementation of the goal of striving for double-digit growth.

Regarding the key tasks and solutions of the conclusion, Mr. Nguyen Thanh Nghi listed 4 main groups of tasks and solutions: On socio-economics; on national finance; on borrowing and repaying public debt and on medium-term public investment.

According to Mr. Nguyen Thanh Nghi, thoroughly grasping and effectively implementing socio-economic development tasks in the 2026-2030 period is not only an urgent requirement but also a key political task; requiring each cadre and party member to uphold responsibility, pioneering spirit, "dare to think, dare to do, dare to take responsibility", becoming the nucleus in the comprehensive transformation of the country in the new era.

In which, unifying thinking, awareness, aspirations and actions; Innovating management and implementation to strive to achieve double-digit economic growth targets. Party committees, Party organizations, heads, cadres, and party members fully understand the strategic, urgent and important requirements of implementing this growth target, must identify this as a key political task, must be concretized in the annual work program and plan, with specific tasks, results, and products associated with the responsibility of the head.

Focus on perfecting synchronous, modern, and competitive development institutions to create growth breakthroughs. The Central Committee's conclusion also identified 4 groups of contents related to building and perfecting institutions and laws.

Build a legal institution to strongly shift the state management method from "pre-inspection" to "post-inspection" associated with building standards, regulations, economic-technical norms and strengthening inspection and supervision.

Along with that is improving the capacity and efficiency of law enforcement organization, shifting thinking from "good in writing" to "good in life".

Urgently remove all barriers and bottlenecks in institutions, mechanisms, and policies; promote administrative procedure reform; minimize compliance time and costs.

Strongly innovate the organization and implementation work; evaluate and promptly replace officials who do not complete their tasks" - Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi emphasized.

Also according to Mr. Nguyen Thanh Nghi, the Central Committee's conclusion identified 17 contents to be implemented immediately in 2026, including some important tasks such as a general review of the legal system; institutionalizing specific mechanisms and policies in some localities; thoroughly handling difficulties and obstacles related to backlog projects and violations of land laws before the 2024 Land Law takes effect.

Converting the growth model, taking the development of science, technology, innovation and digital transformation as the main driving force; promoting the restructuring of industries and fields; developing business sectors and new economic models with 10 groups of content.

Typically, continue to promote the restructuring of economic sectors; promote and innovate traditional growth drivers (investment, consumption, export); strongly develop new economic sectors, fields, and models.

The Central Committee's conclusion has set out 22 contents to be implemented in 2026 with a number of key tasks such as building and implementing the national energy reserve strategy; deploying the construction of specific and breakthrough mechanisms and forming national energy industrial centers.

In 2026, there are 6 contents that need to be implemented immediately, focusing on completing the development of the Project on overall reform of the Vietnamese financial market, the Project on continuing to modernize the banking system, handling weak credit institutions...

Also according to Mr. Nguyen Thanh Nghi, thoroughly grasping and implementing national financial security and safety is an important and long-term task, requiring a strong shift from purely budget management thinking to overall socio-economic efficiency accounting thinking, improving the quality of revenue sources and increasing the sustainability of national finance.
