Report to the Prime Minister on the arrangement of higher education and vocational institutions in September

The Government has issued Resolution No. 262/NQ-CP dated September 5, 2026, the regular Government meeting in August 2026.

In the Resolution, the Government requested the Ministry of Education and Training to preside over and coordinate with agencies and localities to carefully review the content and necessary conditions to effectively implement the key task plan for the 2026-2027 school year, especially in remote, isolated, and difficult areas (teachers, schools, teaching equipment, textbooks... ) and the preliminary review of 01 year of implementing Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

Research and complete the overall plan for innovation in exams, tests, and admissions in a practical, streamlined, convenient, and socially cost-saving direction, and report to the Prime Minister in September 2026.

Review and comprehensively assess nationwide, on that basis, propose tasks and solutions to thoroughly overcome the situation of "lack of schools, lack of classes, lack of teachers", report to the Prime Minister in September 2026.

Continue to urge localities with land border communes to focus on drastically implementing the construction of inter-level boarding schools, ensuring quality, completing on schedule, and preventing delays, losses, waste, and negativity.

Complete regulations on management, exploitation, and use of digital school records instead of paper copies, to be completed in September 2026. Develop and implement a roadmap for digitizing, identifying, cleaning, and digitally signing school records, diplomas, and historical certificates, integrating authentication on VNeID; and at the same time determine a plan to put the vocational education database into operation, fundamentally reducing the requirement for certified copies and certifications of diplomas and certificates; send reports to the Ministry of Public Security, the Standing Agency of the Central Steering Committee for Science, Technology Development, Innovation and Digital Transformation before September 15, 2026.

Complete the digital records of learners to ensure intercommunication of education, health and population data to comprehensively monitor the learning situation, health, and support needs of students; complete before October 31, 2026.

Strictly implement the Prime Minister's direction in Official Dispatch No. 62/CD-TTg dated August 31, 2026 on the implementation of regimes and policies for students who are policy beneficiaries, vulnerable subjects, with difficult family circumstances; students from ethnic minority areas, areas with difficult and extremely difficult socio-economic conditions.

Implement Decision No. 1600/QD-TTg dated August 18, 2026 of the Prime Minister approving the project "Full scholarship program for young scientists and excellent students to train at leading universities in the world in strategic technologies"; send the first batch in 2027.

The Government also requested to urgently complete the project on arranging higher education and vocational education institutions, and report to the Prime Minister in September 2026.
