The Ministry of Agriculture and Environment has 28 affiliated units and is assigned 44 tasks and powers.
The Government has just issued Decree No. 355/2026/ND-CP dated September 11, 2026, stipulating the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment (MARD).
Decree No. 355/2026/ND-CP clearly states: The Ministry of Agriculture and Rural Development is the Government's agency performing state management functions in the fields of: agriculture; forestry; salt industry; fishery; irrigation; dykes and disaster prevention and control; rural development; land; water resources; environment; meteorology and hydrology; climate change; surveying and mapping; integrated management of resources and protection of the marine and island environment; remote sensing; state management of public services in the fields under the ministry's management.
Regarding organizational structure, the Ministry of Agriculture and Rural Development has 28 directly affiliated units including: Department of International Cooperation; Department of Planning - Finance; Department of Science and Technology; Department of Legal Affairs; Department of Organization and Personnel; Ministry Office; Department of Digital Transformation; Department of Crop Production and Plant Protection; Department of Livestock and Veterinary Medicine; Department of Fisheries and Fisheries Surveillance; Department of Forestry and Forest Protection; Department of Management and Construction of Irrigation Works; Department of Dyke Management and Disaster Prevention and Control; Department of Cooperative Economy and Rural Development; Department of Quality, Processing and Market Development; Department of Land Administration; Department of Water Resources Management; Department of Environment; Department of Climate Change; Department of Nature Conservation and Biodiversity; Department of Meteorology and Hydrology; Department of Vietnam's Sea and Islands; Department of Surveying, Mapping and Geographic Information of Vietnam; National Remote Sensing Department; Institute of Strategy and Policy for Agriculture and Rural Development; NNMT Newspaper; NNMT Magazine; National Agricultural Extension Center.
Among them, the first 24 units are administrative organizations assisting the Minister in performing state management functions, the remaining 4 units (Institute for Strategy and Policy on Agriculture and Environment; NNMT Newspaper; NNMT Magazine; National Agricultural Extension Center) are public non-business units serving the state management functions of the ministry.
According to Decree No. 355/2026/ND-CP, the Ministry is assigned 44 tasks and powers.
In which, submitting to the Government draft laws, draft resolutions of the National Assembly; draft ordinances, draft resolutions of the National Assembly Standing Committee; draft decrees, resolutions of the Government according to the annual law-making program and plan of the ministry that has been approved and other mechanisms, policies, projects, schemes, and legal normative documents under the state management scope of the ministry as assigned by the Government and the Prime Minister.
The Ministry also has tasks and powers in the fields of land; water resources; environment; nature conservation and biodiversity; meteorology and hydrology; climate change; surveying, mapping and geographic information; integrated management of resources and protection of marine and island environment; remote sensing; investment management, construction investment; poverty reduction; science, technology and innovation in areas under the state management of the Ministry...
