Project to assign staff for the 2027-2031 period is about to be implemented, cutting 5-10%
The Ministry of Home Affairs shall develop and complete the report of the Government Party Committee on the implementation of the staffing project for the 2027-2031 period and send it to the Central Organization Committee.
In document No. 475/TB-VPCP, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra directed the Ministry of Home Affairs on many tasks in the field of organizational structure and staffing.
In which, focus on building a project on the organizational framework of agencies and units in the state administrative system from central to provincial and commune levels suitable to positions, functions, tasks, powers, sectors, fields, and localities, to be completed in September 2026.
Urgently complete the following tasks before September 15, 2026:
First, advise the Standing Committee of the Government Party Committee to issue a decision to assign personnel in 2026 to agencies, units, and organizations under their management according to the assigned number of personnel.
Second, build and complete the report of the Government Party Committee on the implementation of the Project on assigning staff for the 2027-2031 period and send it to the Central Organization Committee according to regulations.
In Decision No. 185-QD/TW dated June 2, 2026, the Politburo assigned personnel to departments, agencies, and non-business units of the Party at the Central level; agencies of the Fatherland Front, advisory and assisting agencies of the Party Committee of the Fatherland Front, central mass organizations; Party committees of central Party agencies and provinces and cities in 2026.
The Politburo decided that the total payroll of agencies, party committees, Party non-business units, Fatherland Front agencies (MTTQ) at the Central level; advisory and assisting agencies of the Party Committee of the Fatherland Front, central mass organizations, Party Committees of central Party agencies and provinces and cities in 2026 is 1,878,362 payrolls, specifically:
Agencies, Party committees, professional units of the Party, Fatherland Front, socio-political organizations at the Central level and Party committees of central Party agencies have 12,818 personnel, including 2,999 cadres and civil servants, 9,133 public employees and 686 personnel of mass organizations assigned tasks by the Party and State at the Central level.
Agencies and non-business units of the Party, local authorities, Fatherland Front, socio-political organizations in localities (provincial level, commune level) have 1,865,544 personnel, including: 314,604 cadres and civil servants and 1,550,940 public employees.

According to Conclusion No. 40-KL/TW dated June 2, 2026 of the Politburo, in the period 2027-2031, it will continue to cut 5-10% of the staff of cadres, civil servants, and public employees. Implement restructuring, improve the quality and standardize cadres, civil servants, and public employees, especially commune, ward, and special zone cadres, and improve labor productivity, reduce working hours, and reform public sector salary policies.
Review, amend, supplement and newly build staff quotas. Promote decentralization of staff management to agencies assigned authority to manage staff, provincial and city Party committees, and Party committees directly under the Central Government.
Implement annual periodic reviews to promptly update and adjust to suit the actual situation; recover and transfer staff synchronously with the roadmap for decentralization, delegation of power, digital transformation, administrative reform and transfer of staff from inefficient places to places of shortage and overload.
Periodically evaluate cadres using quantified indicators, remove from the system those who are not qualified, do not complete their tasks to implement the recruitment of civil servants and public employees with sufficient qualifications and capacity into the apparatus.
