The volunteer movement must continue to transform strongly
This year's summer youth volunteer campaign is assessed as organized methodically, strongly innovating in implementation methods.

From the beginning, the list of tasks and expected results was established, closely following the motto "3 easy - 3 clear - 3 measures"; directing, coordinating, and managing work is based on data, taking products, specific impacts and people's satisfaction level as a measure.
Assessing this year's Summer Youth Volunteer Campaign, Comrade Bui Quang Huy - Member of the Party Central Committee, First Secretary of the Central Youth Union said that this year's Campaign is organized methodically, strongly innovated in the way of implementation: From the beginning, the list of tasks and expected results are established, closely following the motto "3 easy - 3 clear - 3 measures"; the direction, coordination, and management work is based on data, taking products, specific impacts and people's satisfaction level as a measure.
Notably, in the first year, the Project "Vietnamese Youth Accompanying Youth and Children in Border Areas in the period 2025 - 2030" became the focus, 100% of land border communes and wards had social security volunteer programs and at least one "Digital People's Education" team, with resources of nearly 90 billion VND. Many programs also marked digital transformation, such as the application of artificial intelligence in psychological counseling of "Exam Season Support", the volunteer digital map of "Green Summer", community projects of "Red Flamboyant Flowers" and bringing artificial intelligence and automation to border communes during the Pink Holiday.
Before the new development requirements of the country, Comrade Bui Quang Huy emphasized that the volunteer movement must continue to transform strongly.
Identify the right focus, area, and targets associated with political tasks
In order to promote the achieved results and overcome the remaining limitations in the coming time, Comrade Bui Quang Huy requested the Youth Union levels to urgently coordinate closely with local authorities to complete and hand over the projects and tasks being implemented; each project needs to have a manager and operator after handover to promote long-term effectiveness. At the same time, strongly promote the role of building the Party and the political system through volunteer activities, focusing on promoting Party development work among students.
Comrade Bui Quang Huy also noted that immediately after the Campaign, which is the peak of the rainy and storm season, provincial and city youth unions must prepare early plans and on-site volunteer forces ready to participate in disaster prevention and control, overcoming the consequences of natural disasters, and at the same time ensure absolute safety for volunteers, not mobilizing forces when not trained and fully equipped with necessary knowledge and skills. In addition, it is necessary to maintain the programs "Supporting Education", "Finding Boarding Homes", "Job Connection", "Scholarships"; promote regular volunteer activities, build long-term projects, prioritize specialized teams and long-term coordination mechanisms to definitively solve specific problems in the area.
One requirement emphasized is to change the way of evaluating the effectiveness of volunteer activities. Youth Union levels need to replicate volunteer digital maps, form a common database, effectively apply "3 easy - 3 clear - 3 measures", manage and coordinate resources based on data.
At the same time, it is necessary to thoroughly overcome the situation of formal activities, doing it for show. Each activity must clearly define the goals, output products and evaluation methods before implementation. Accordingly, each unit needs to invest in researching and carefully surveying the needs of beneficiaries in the area from an early stage, thereby designing content closely following reality, associated with the expertise of each team. Absolutely do not allow the situation of reporting achievements chasing quantity, not focusing on substantive value.
In particular, the heads of Youth Union levels must be directly responsible for the quality of the volunteer movement; considering each volunteer activity as an environment for training cadres and creating sources for Party development.
From the practical implementation of the 2026 Summer Campaign, Comrade Bui Quang Huy requested Youth Union levels to seriously draw experience and effectively apply lessons: correctly identify the focus, area, and targets associated with political tasks right from the planning stage; manage with data, evaluate with products; promote the expertise of each force according to the "multi-linking" policy.
