National Congress of the Vietnam Association of Agent Orange/dioxin Victims
On September 28, the 6th National Congress of the Vietnam Association of Agent Orange/dioxin Victims, term 2026-2031, held a solemn session.
Attending the Congress were Mr. Nguyen Thai Hoc, Deputy Secretary, Chairman of the Inspection Committee of the Party Committee of the Fatherland Front, Central Agencies; Mr. Nguyen Minh Chung, Member of the Standing Committee, Head of the Propaganda Department of the Party Committee of the Fatherland Front, Central Agencies.
Speaking at the opening of the Congress, Lieutenant General Nguyen Huu Chinh, Chairman of the Vietnam Association of Agent Orange/dioxin Victims, said that with the theme: "Solidarity, affection, responsibility, towards the grassroots, towards victims, building an Association organization to meet the requirements of tasks in the new situation", the Congress has an important task to promote democracy, focus intelligence, objectively and comprehensively evaluate the results of the implementation of the 5th Congress Resolution; frankly recognize limitations and difficulties, clarify the causes and draw lessons learned.
On that basis, the Congress identified orientations, goals, tasks and solutions for the VI term, 2026–2031; and at the same time elected the Executive Committee for the new term, ensuring inheritance, solidarity and meeting the requirements of tasks in the new period.
In the 2026-2031 term, the Vietnam Association for Victims of Agent Orange/dioxin identified: Continue to thoroughly grasp and effectively implement Directive 43-CT/TW of the Secretariat, promote the "For Victims of Agent Orange" emulation movement, pay attention to caring for and helping victims sustainably. Innovate the content and forms of mobilizing domestic and international resources; proactively and actively fight for justice for Agent Orange victims in accordance with the new situation and conditions.
The entire association strives to successfully implement 3 breakthrough stages: Breakthrough in building strong association organizations at all levels; breakthrough in reviewing and grasping the overall victim situation nationwide, mobilizing resources and caring for and helping victims; breakthrough in innovating leadership style, methods, and working style, improving the quality of cadres, party members, and specialists.
Speaking at the Congress, Mr. Nguyen Thai Hoc, Deputy Secretary, Chairman of the Inspection Committee of the Party Committee of the Fatherland Front and Central Agencies, acknowledged the important results that the Vietnam Association of Agent Orange/dioxin Victims has achieved in recent years. The position and prestige of the Association organization are increasingly affirmed and promoted at home as well as among international friends.
According to Mr. Nguyen Thai Hoc, the Vietnam Association for Victims of Agent Orange/dioxin not only gathers people exposed to and affected by Agent Orange, but even those who are not exposed, not victims but have voluntarily participated, cared for, helped, and accompanied victims, are also admitted to the Association. This is a difference compared to many other association organizations.
Mr. Nguyen Thai Hoc hopes that from this Congress, the Association will implement the content expressed in the direction and tasks of the new term: Not to let Agent Orange victims live in hardship and material and spiritual deprivation, and no one is left behind.
Mr. Nguyen Thai Hoc suggested that the Association for Victims of Agent Orange/dioxin needs to fully grasp the contents and requirements of Directive No. 11-CT/TW dated July 20, 2026 of the Politburo on strengthening the Party's leadership and promoting the role of mass associations in the new development stage; thereby building the direction and tasks of the association closely with the actual situation.
Mr. Nguyen Thai Hoc also requested the Association to continue to do well in people-to-people diplomacy, strengthen international cooperation in the journey to find justice; pay attention to coordination with the Vietnam Union of Friendship Organizations, thereby making international friends see their responsibility, conscience and continue to care for and care for Agent Orange victims.
The Congress voted to approve the content of the proposal to supplement and amend the Charter of the Association and elected the Executive Committee of the Vietnam Association of Agent Orange/dioxin Victims term VI, term 2026-2031. Accordingly, the Executive Committee of the Association term VI includes 43 members, the Standing Committee includes 11 members. Lieutenant General Nguyen Huu Chinh was re-elected Chairman of the Vietnam Association of Agent Orange/dioxin Victims term VI, term 2026-2031.
