Bonus level when receiving Certificates of Merit from the Chairman of the Commune-level People's Committee from October 2026

Point e, Clause 1, Article 57 of Decree 368/2026/ND-CP detailing a number of articles and measures to organize and guide the implementation of the Law on Emulation and Commendation (effective from October 1, 2026) stipulates as follows: Individuals who are awarded Certificates of Merit specified in points a, b, c and point d, Clause 1, Article 75 of the Law on Emulation and Commendation are awarded certificates, frameworks and accompanied by a bonus amount of 0.3 times the base salary.

Point d, Clause 1, Article 75 of the Law on Emulation and Commendation stipulates that Certificates of Merit include:

d) Certificate of merit from the Chairman of the Commune-level People's Committee.

Clause 2, Article 3, Decree 161/2026/ND-CP stipulates: From July 1, 2026, the base salary is 2,530,000 VND/month.

Thus, from October 2026, people who are awarded Certificates of Merit by the Chairman of the Commune-level People's Committee from October 2026 will be rewarded 759,000 VND (0.3 x 2,530,000 VND).
