Conditions for enjoying preferential treatment for people with meritorious services to people awarded the Order of Military Exploit

According to Ordinance No. 05/2026/UBTVQH16 amending and supplementing a number of articles of the Ordinance on Preferential Treatment of People with Meritorious Services to the Revolution No. 02/2020/UBTVQH14, from January 1, 2027.

Point l, Clause 2, Article 3, Consolidated Document 123/2026/VBHN-PL-VPQH Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution, dated August 5, 2026 (including: Ordinance No. 02/2020/UBTVQH14 and Ordinance No. 05/2026/UBTVQH16), stipulates that people with meritorious services to the revolution entitled to preferential treatment under this Ordinance include: People who participated in the resistance war for national liberation, national defense, and performed international duties;

According to Article 35, Consolidated Document 123/2026/VBHN-PL-VPQH, stipulating the conditions and standards for people who participated in the resistance war for national liberation, national defense, and international duty. Clause 1 stipulates: People who participated in the resistance war for national liberation, national defense, and international duty are people who perform tasks at borders, islands, people who perform international duty in Laos, Cambodia and are awarded the Military Exploit Order by the State.

Article 36, Consolidated Document 123/2026/VBHN-PL-VPQH, stipulates preferential regimes for people who participated in the resistance war for national liberation, national defense, and performed international duties, including:

Disposable allowance;

Health insurance;

Preferential regimes specified in points e and g, clause 2, Article 5 of this Ordinance (including: e) Support for housing improvement based on the merits and circumstances of each person or when there are housing difficulties; g) Exemption or reduction of land use fees when the State allocates residential land, changes the land use purpose to residential land, recognizes residential land use rights, when buying houses owned by the State).

Thus, from this January 1, 2027, people on duty at borders, islands or performing international duties in Laos, Cambodia and awarded the Military Exploit Order by the State are entitled to preferential policies for people with meritorious services to the revolution as mentioned above.
