List of people with meritorious services to the revolution to receive new allowances from 2027

According to Clause 3, Article 15 of Decree 321/2026/ND-CP, the regimes specified in Article 6, Article 7, Article 9, Article 10, Article 11 and Article 13 are implemented from January 1, 2027.

Specifically:

Article 6: Home health recovery nursing and centralized nursing. The corresponding expenditures are 0.9 times and 1.8 times the standard/person/time.

Article 7: Support for purchasing assistive devices, orthopedic instruments, and rehabilitation equipment; support for travel and meals according to regulations.

Article 9: Support for visiting martyrs' graves; travel and meal allowances are calculated by distance, at 5,000 VND/km/person, maximum 3 people.

Article 10: Support for relocation of martyrs' remains, including 5 million VND for exhumation of each remain and travel and meal allowance according to regulations.

Article 11: Supporting the work of martyrs' graves, martyrs' cemeteries and martyrs' memorial works.

Article 13: Other preferential regimes, including allowances for martyr worship, support for people with meritorious services being nurtured at nurturing facilities and some related supports.

Decree 321/2026/ND-CP takes effect from October 1, 2026, but the regimes in the above 6 articles are only implemented from January 1, 2027. According to Clause 3, Article 15, Decree 321, the corresponding regimes according to Decree 75/2021/ND-CP, Decree 55/2023/ND-CP and Decree 77/2024/ND-CP continue to be implemented until the end of December 31, 2026.

Thus, people with meritorious services to the revolution under the above-mentioned category are entitled to allowances, subsidies and new preferential regimes from January 1, 2027.
