How to receive monthly social allowances when changing residence?
Reader ngocnuxxx@gmail asks: If a person receiving social allowance changes their place of residence, how will they receive the allowance?
Legal Consulting Department of Lao Dong Newspaper answers:
Clause 3, Article 8, Decree 335/2026/ND-CP Regulating social assistance policies (effective from October 5, 2026) stipulates as follows:
In case the subject is receiving social assistance and financial support for monthly care and nurturing, changing residence and requesting to receive regimes and policies at the new residence, the Chairman of the Commune People's Committee where the old residence is located decides to terminate the payment of regimes and policies in the area and has a document attached to the subject's dossier to the Chairman of the Commune People's Committee where the subject's new residence is located.
The Chairman of the People's Committee of the commune where the new residence is based on the subject's dossier to decide on social allowances and financial support for monthly care and nurturing according to the corresponding level applied in the area from the month of cessation of payment at the old residence.
Thus, if a person receiving monthly social allowances changes their place of residence, the Chairman of the Commune People's Committee of the old place of residence decides to stop paying, and the Chairman of the Commune People's Committee of the new place of residence decides on social allowances.
