When is the time to start receiving monthly social allowances?

Clause 2, Article 8, Decree 335/2026/ND-CP Regulating social assistance policies (effective from October 5, 2026) stipulates as follows:

Within 07 working days from the date of receiving the subject's dossier, the Chairman of the People's Committee of the commune, ward, or special zone where they reside (hereinafter referred to as the commune level) shall organize the verification of relevant information of the subject with the National Population Database, National General Database, and Common Specialized Database; appraise and decide on social allowances, receive care, nurture, and support monthly care and nurturing expenses. The time to receive social allowances and monthly care and nurturing expenses starts from the month the Chairman of the commune-level People's Committee signs the decision. Organize the implementation of payment of regimes and policies to the subjects in accordance with the law.

In case the subject does not meet the conditions to enjoy regimes and policies, the Chairman of the commune-level People's Committee shall respond in writing and clearly state the reason.

Thus, the time to start receiving monthly social allowances is calculated from the month the Chairman of the Commune People's Committee signs the decision.
