Hai Phong currently has more than 375,000 workers in industrial parks. The labor mobility rate is still high, requiring the Trade Union organization to continue to innovate the content and methods of operation to work with businesses to build more effective policies to retain employees.

Hai Phong currently has 3 economic zones, 1 free trade zone and 50 industrial parks that have been established. By September 2026, the total number of workers in industrial parks and economic zones reached 375,347 people, with an average income of 12.69 million VND/person/month.

According to a representative of the Department of Labor and Employment, Hai Phong City Department of Home Affairs, the city continues to attract investment and expand industrial parks, leading to a high demand for labor recruitment. Along with that, the trend of workers from other localities coming to Hai Phong to work is increasing.

The labor market is under double pressure: both needing to attract human resources for production expansion and having to limit labor movement due to competition in wages, benefits, environment and job opportunities.

Therefore, the Trade Union organization needs to grasp the causes of labor fluctuations to reflect them early to businesses; advise on appropriate policies to retain employees" - a representative of the Hai Phong City Department of Home Affairs said.

In fact, at Tohoku Pioneer Vietnam Co., Ltd. (Japan Industrial Park - Hai Phong), the unit currently has 2,300 workers and needs to recruit 1,000 more people due to increased orders. However, recruitment is facing many difficulties, so businesses have to temporarily use seasonal workers to meet production requirements.

Ms. Nguyen Thi Kim Oanh - Chairwoman of the company's Trade Union - said that before the pressure of labor shortage, the grassroots Trade Union periodically organizes monthly opinions from employees on the working environment, management methods and arising issues. From there, the Trade Union consults with businesses to have appropriate solutions, contributing to retaining employees.

Similarly, Mr. Tran Dinh Khanh - Chairman of the Trade Union of Kyowa Co., Ltd. - said that businesses also face difficulties in recruiting and retaining workers. The Trade Union regularly surveys the working environment, listens to workers' opinions and evaluates welfare regimes.

According to Mr. Nguyen Van Quyet - Standing Vice Chairman of Hai Phong City Labor Federation, when businesses lack labor, grassroots trade unions need to accompany and solve the problem of recruiting and retaining employees. To do so, trade unions must clearly understand the human resource needs, working conditions, income and thoughts of employees.

From identifying the causes of labor fluctuations, the Trade Union can participate in dialogue and negotiation on salaries, benefits, meals, housing and working conditions, helping businesses build appropriate policies to retain employees.

Along with that, the Trade Union needs to promote the application of technology in connecting, caring for union members and deploying models suitable for each business and labor group.

The City Labor Federation will continue to support grassroots trade unions in data, law, dialogue - negotiation skills, cadre training and technology application.
