Many synchronous solutions to increase revenue and reduce late payment of social insurance

Ho Chi Minh City Social Insurance said that as of August 31, 2026, after excluding late payments of less than one month and bad debts, the remaining late payment amount is 6, 621.5 billion VND, accounting for 4.12% of the collection plan.

In August 2026, Ho Chi Minh City Social Insurance compared and collected at 1,223 units (accumulated from the beginning of the year to August 31, 2026 is 8,465 units) with a late payment amount of more than 535.26 billion VND, units have overcome more than 106.76 billion VND.

At the same time, in August 2026, Ho Chi Minh City Social Insurance sent 179,274 letters to units with late payments from two months or more with a late payment amount of more than 8,793.93 billion VND, the recovery result was more than 4,058 billion VND (accumulated from the beginning of the year to August 31, 2026 sent 1,358,207 reminder letters).

Through inspection, it was proposed that units retroactively pay social insurance, unemployment insurance, and health insurance for 1,078 unregistered workers with a corresponding retroactive amount of 6.3 billion VND. After inspection, the unit prepared dossiers to participate for 717 workers with a contribution amount of 2.3 billion VND (67% recovery rate).

There are 159 workers who paid less than the time with a recovered amount of 5.3 billion VND, the unit has prepared adjustment dossiers for 128 workers with a paid amount of 4.9 billion VND (93% recovery rate). At the same time, it is proposed to adjust the contribution level for 595 workers who paid below the prescribed level, with a recovered amount of more than 1 billion VND, the unit has prepared adjustment dossiers for 433 workers with a contribution amount of nearly 907 million VND (85% recovery rate).

The amount of money the unit was late/evaded at the time of issuing the inspection decision was 74 billion VND, the amount of late/evaded money that employers still had to implement according to the correction document was 46 billion VND (the remedial rate at the time of inspection was 46%). Ho Chi Minh City Social Insurance also made records and issued 5 decisions to sanction administrative violations with an amount of 85 million VND.

In addition, in August 2026, Ho Chi Minh City Social Insurance publicly announced the list of 32,067 units with late payments from three months or more, the list of 22 units suspended from using health insurance cards and 100 units with late payments from six months or more, with large amounts of late payments. Accumulated from the beginning of the year to August 31, 2026, 181,803 turns have been publicized, 87,654 units have been overcome after public disclosure, with an amount of 5,004.17 billion VND.

In addition, as of September 20, 2026, Ho Chi Minh City Social Insurance has coordinated with regional People's Procuracies to invite 7,916 units that are late in paying social insurance to work and 2,002 units participated, with a total remedial amount of 445 billion VND, and 2,273 units remedied the amount of late payment of social insurance immediately after receiving the invitation letter. The Social Insurance Agency has sent 34 official letters/documents requesting to sue units that are late in paying social insurance, and has now provided 13/34 documents as requested by the Ho Chi Minh City People's Procuracy.

With the solutions implemented synchronously above, it has promoted employers to comply with contribution obligations and limited the impact on workers' rights.
