Construction and transportation groups rank first in late payment of social insurance in Hanoi

20,588 units are late or evading social insurance contributions in Hanoi.

According to the list announced by Hanoi Social Insurance, the data temporarily calculated until the end of July 31, 2026, there are more than 20, 580 units and businesses named because they have not completed their obligations to pay social insurance for employees, in which many businesses have late payments of up to tens of billions of VND.

At the top of the list is Lilama3 Joint Stock Company, located at No. 86 Tan Xuan Street, Dong Ngac Ward, Hanoi City, with a late payment of social insurance of more than 50 billion VND. This is the enterprise with the highest social insurance debt in the list made public this time.

Ranked second is Bridge 12 Joint Stock Company, headquartered at 463 Nguyen Van Linh, Phuc Loi ward, Hanoi, with a late payment amount of more than 30 billion VND. Notably, the group of construction and transportation enterprises accounts for a significant proportion in the group with high late payment amounts. Transport Construction Joint Stock Company 116 late payment of more than 21 billion VND; Construction Mechanical Joint Stock Company 121 CIENCO1 more than 19 billion VND; Bridge 14 Joint Stock Company more than 17 billion VND.

The list also records Mechanical Engineering Company I - Branch of Transport Construction Corporation 1 for late payment of about 17 billion VND and Song Da 6 Joint Stock Company of more than 16 billion VND.

In the group of large brand enterprises, FLC Group Joint Stock Company ranked 8th in the list of Hanoi Social Insurance for units that are late in paying and evading social insurance - with an amount of more than 16.6 billion VND; BKAV Joint Stock Company, late payment of social insurance of about 2.6 billion VND; California Fitness and Yoga Center Co., Ltd. - Hanoi branch late payment of social insurance of more than 2.8 billion VND...

Focus on coordination with the People's Procuracy

Mr. Vu Duc Thuat - Deputy Director of Hanoi Social Insurance - said that publicizing the list of units that are late in paying and evading social insurance is one of the measures to increase transparency in the implementation of social security policies.

To protect the rights of workers, in the past time, Hanoi Social Insurance has implemented many solutions, in which focusing on coordinating with the People's Procuracy (VKSND) will pilot civil lawsuits against units that are late in paying or evading social insurance. This activity needs to be maintained regularly, aiming to improve the effectiveness of law enforcement on social insurance and health insurance. Along with that, every month, the Social Insurance agency will transfer the list of units with violations of the law in the field of social insurance to the VKSND. This approach aims to increase deterrence, promote businesses to fully fulfill their obligations, protect the legitimate rights of workers, and contribute to maintaining the stability of the social security network" - Mr. Vu Duc Thuat emphasized.

It is known that on July 31, Thanh Tri grassroots social insurance coordinated with the People's Procuracy of Region 11 to organize a working conference with units that are late in paying social insurance, health insurance, and unemployment insurance in the area to strengthen debt recovery and ensure the legitimate rights and interests of employees.

Attending the conference were representatives of leaders of Thanh Tri Grassroots Social Insurance, District 11 People's Procuracy and representatives of 80 labor-using units that are late in paying social insurance, health insurance, and unemployment insurance.

At the conference, Thanh Tri Grassroots Social Insurance informed about the implementation of social insurance, health insurance, and unemployment insurance policies in the area; and analyzed the impacts of late payment and debt on the rights of employees, especially the settlement of social insurance, health insurance, and unemployment insurance regimes. According to statistics, the total amount of late payment of social insurance, health insurance, and unemployment insurance of units in the area with debt periods of less than 12 months is up to about 106 billion VND. The fact that units are late in paying social insurance greatly affects the rights of employees.

Representatives of the People's Procuracy of Region 11 also disseminated legal regulations related to the responsibility of employers to pay social insurance, health insurance, and unemployment insurance; and at the same time emphasized that strict compliance with legal regulations on insurance is a mandatory obligation to ensure the legitimate rights of employees. The People's Procuracy of Region 11 also requested units to seriously review and develop plans to overcome debts and fully implement social insurance contribution obligations according to regulations.
