More than 1,600 workers in Ca Mau have not had their insurance books closed due to prolonged debts from businesses
As of the end of June 2026, Ca Mau still has more than 191 billion VND of late payment and evasion of insurance; more than 1,600 workers have not been finalized due to prolonged debts of 23 businesses.
The situation of businesses delaying and evading social insurance contributions continues to be one of the issues of particular concern to union members and workers at the Forum "Listening to union members and workers speak", held on August 6 in Ca Mau.
Mr. Trinh Trung Kien - Deputy Director of Ca Mau Provincial Social Insurance said that as of June 30, 2026, the total amount of late payment and evasion of social insurance, health insurance, and unemployment insurance in the province is 191.355 billion VND, accounting for 3.47% of the amount to be collected.
Notably, there are 23 enterprises owing insurance for a long time from 2012 to now with a total amount of nearly 112 billion VND. As a result, more than 1,600 employees have not yet had their social insurance books closed, directly affecting the settlement of insurance regimes and not being completely resolved by competent authorities.
According to Ca Mau Provincial Social Insurance, the main reason is that many businesses face difficulties in production and business, losses, insolvency, and assets are frozen by banks. In addition, there are still some businesses that intentionally delay and appropriate social insurance, health insurance, and unemployment insurance contributions of employees.
To handle this situation, Ca Mau Provincial Social Insurance has synchronously implemented many solutions, including strengthening urging according to the procedures of the 2024 Social Insurance Law; directly inspecting units owing for 3 months or more; proposing inspections, sanctioning administrative violations and publicizing the list of units that are late in payment or evade payment for a long time.
The Social Insurance Agency also coordinates with the Provincial Police, Tax authorities, the Provincial Labor Federation and related units to inspect and handle violations; resolutely transfer dossiers to the investigating agency for cases with signs of evading insurance contributions according to the provisions of the Penal Code.
At the same time, the social insurance sector promotes digital transformation in revenue management, comparing data with relevant agencies to detect early units that have not registered or not fully registered the number of employees subject to compulsory social insurance participation, and at the same time strengthen propaganda to help employees proactively monitor and protect their rights.
At the forum, the Chairman of Ca Mau Provincial People's Committee also requested businesses to strictly implement legal regulations on labor, social insurance and occupational safety and health; pay attention to caring for the material and spiritual lives of workers, building harmonious, stable and sustainable labor relations.
