Commune-level People's Committees organize to collect people's opinions on the plan to change the name of villages and residential groups

This content is stated in Decree No. 185/2026/ND-CP regulating the organization and operation of villages and residential groups and regimes and policies for non-specialized workers in villages and residential groups.

In case of dissolution of villages and residential groups, the commune-level People's Committee shall prepare a report attached to the List of households in villages and residential groups subject to dissolution.

After that, the Commune-level People's Committee organizes to collect people's opinions on the submission on the dissolution of villages and residential groups in appropriate forms according to the provisions of law on implementing democracy at the grassroots level; summarize, explain, and fully absorb people's opinions; complete dossiers to submit to the Commune-level People's Council for consideration and decision.

Dossier for dissolution of villages and residential groups, including a submission accompanied by a list of households in villages and residential groups subject to dissolution; summary report, explanation, and full acceptance of people's opinions submitted to the Commune People's Council for consideration and decision; draft Resolution of the Commune People's Council on the dissolution of villages and residential groups;

Based on the dossier submitted by the Commune-level People's Committee, the Commune-level People's Council considers issuing a Resolution on dissolving villages and residential groups at the nearest meeting.

In case of renaming villages and residential groups, the commune-level People's Committee shall develop a plan to rename villages and residential groups, in which clearly state the reasons for renaming villages and residential groups; the name of the village or residential group after renaming.

Commune-level People's Committees organize to collect people's opinions on the plan to change the names of villages and residential groups in appropriate forms according to the provisions of law on implementing democracy at the grassroots level; summarize, explain, and fully absorb people's opinions; complete dossiers to submit to the Commune-level People's Council for consideration and decision.

Dossier for renaming villages and residential groups, including the submission and plan for renaming villages and residential groups; summary report, reception, explanation of people's opinions; draft Resolution of the Commune People's Council on renaming villages and residential groups.

Based on the dossier submitted by the Commune-level People's Committee, the Commune-level People's Council will consider and issue a Resolution on renaming villages and residential groups at the nearest meeting.

In case of merging residential clusters into existing villages and residential groups, the commune-level People's Committee shall develop a plan to merge residential clusters into existing villages and residential groups, which clearly states the necessity of merging residential clusters; scope of the merging residential cluster; number of households; receiving villages and residential groups.

Commune-level People's Committees organize to collect people's opinions at the combined residential clusters and villages and residential groups receiving them in appropriate forms according to the provisions of law on implementing democracy at the grassroots level; summarize, explain, and fully absorb people's opinions; complete dossiers to submit to the Commune-level People's Council for consideration and decision;

Dossier for merging residential clusters into villages and residential groups, including the submission of the commune-level People's Committee on merging residential clusters into existing villages and residential groups; plan to merge residential clusters into existing villages and residential groups; summary report, reception, and explanation of people's opinions;

Based on the dossier submitted by the Commune-level People's Committee, the Commune-level People's Council shall consider and issue a Resolution to merge residential clusters into existing villages and residential groups.

In special zones, there is no local government level organization, the People's Committee of the special zone shall carry out the procedures for building dossiers and collecting people's opinions on the dissolution, renaming of villages, residential groups, and merging of residential clusters according to regulations.

Based on the completed dossier, the People's Committee of the special zone shall consider and issue a decision on the dissolution, renaming of villages, residential groups or merging residential clusters into existing villages and residential groups in the area.
