Quang Ninh - At the session expected on June 1st, the Quang Ninh Provincial People's Council will consider, discuss, decide and give opinions on 6 submissions and draft resolutions.
Among these are the Submission and draft Resolution on giving opinions on the Project to establish Quang Ninh city directly under the Central Government.
Previously, on April 7, 2026, the Politburo issued Conclusion No. 20-KL/TW on the policy of establishing Quang Ninh city directly under the Central Government based on the administrative boundaries of Quang Ninh province.
According to the Conclusion, after considering the Submission of the Quang Ninh Provincial Party Committee, the Politburo agreed in principle to establish Quang Ninh city directly under the Central Government on the basis of the administrative boundaries of Quang Ninh province.
In which, the development orientation is identified as building Quang Ninh in the direction of a green, civilized, modern, and culturally rich city; implementing the restructuring of the integrated development space of urban, sea, island, border, and heritage into a complete ecosystem; shifting from a dispersed space organization to integration, from administrative boundaries to a multi-center, open and interconnected ecosystem.
The Politburo emphasized the requirement to expand the growth space, create breakthroughs with the driving force of growth being science, technology, digital transformation; synchronously develop green economy, heritage economy, marine economy, border economy, night economy and cultural industry.
At the same time, promote the development of road infrastructure, high-speed railways, airports, seaports and smart urban infrastructure, connecting major urban centers.
Along with that is ensuring harmonious and balanced development between communes, wards, and special zones; protecting the environment and preserving cultural identity; strengthening institutional reform, innovating governance, building a government that creates development, integrity, discipline, order, and operates effectively and efficiently; improving the quality of people's lives.
The Politburo assigned the National Assembly Party Committee and the Government Party Committee to lead and direct departments, ministries, branches, and relevant agencies to coordinate with Quang Ninh province to complete dossiers and procedures according to regulations; report to the Party Central Committee, submit to the National Assembly for consideration and decision in 2026.
